Decarbonising UK industry is a core part of the Government\u2019s ambitious plan for the green industrial revolution. The Industrial Decarbonisation Strategy published on 17 March, commits to work with the Steel Council to consider the implications of the recommendation of the Climate Change Committee to \u2018set targets for ore-based steelmaking to reach near-zero emissions by 2035\u2019.<\/p>

Hydrogen, electrification, and carbon capture utilisation and storage (CCUS) are the main technological options being examined as part of this process. The UK is a global leader in protecting the seas, the ocean and our marine life - and works with stakeholders in the UK and partners overseas to help achieve these aims. The UK will be an ambitious participant in the Super Year 2021. We continue to nurture and grow the Blue Belt Programme of large marine protected areas around the British Overseas Territories, which amount now to a protected area larger than India. We are about to launch our new £500 million Blue Planet fund to support a broad range of activities to protect and restore precious marine ecosystems. There have been no recent discussions. The two licences issued to UK Seabed Resources in 2012 and 2013 are for exploration, and not exploitation (mining) activity. The licences are granted subject to periodic review, and so would not be extended beyond 10 years without a review by my Rt. Hon. Friend the Secretary of State, which is in line with the relevant legislation.<\/p>

<\/p>

Exploitation is not currently permitted to be conducted, and the International Seabed Authority is still working towards exploitation regulations that would need to be in place. A full Environmental Impact Assessment \u2013 subject to public consultation \u2013 would be required before any mining could be conducted by UK Seabed Resources or any other operator.<\/p>

<\/p>

Critical materials, and particularly certain types of minerals and metals, will be vital to delivering the green transition and safeguarding our future economic resilience. Technology-critical minerals and metals are important, and often irreplaceable, in electric vehicle batteries, offshore wind turbines, and other technologies. The World Bank estimates that three billion tonnes of metals and minerals will be needed to decarbonise the global energy system by 2050. The UK Government has made available £4.8 million, subject to business case and other approvals, to support the development of the Holyhead Hydrogen Hub. The project proposes a hydrogen pilot production plant that would supply hydrogen fuel to the heavy goods and maritime vehicle markets on Ynys Môn. Officials are liaising with the developer and expect to consider the business case for the project in due course.<\/p>

Hydrogen is expected to play a key role in transport decarbonisation, but it is likely to be most effective in the areas \u2018that batteries cannot reach\u2019, where energy density requirements or duty cycles and refuelling times make it the most suitable low carbon energy source. This might include its use in heavy goods vehicles, buses, rail, shipping and aviation. Public Health England publishes weekly COVID-19 vaccine surveillance reports which include the latest evidence on vaccine effectiveness against different outcomes, which is estimated by comparing rates of disease in vaccinated individuals to rates in unvaccinated individuals. The reports provide a summary of evidence on vaccine effectiveness against different outcomes for Pfizer/BioNTech and Oxford/AstraZeneca, including symptomatic disease, hospitalisation, mortality, infection and transmission. In support of the deployment programme, National Health Service regional teams worked with local commissioners to identify sites potentially suitable for use as vaccination centres, including those that were unoccupied. Those sites deemed to suitable were then assessed by NHS England and NHS Improvement in order to make the final selection.
