In 2014, the government introduced \u2018Staying put: arrangements for care leavers aged 18 years and above\u2019 which allows care leavers to continue living with their former foster carer when they reach age 18: https://www.gov.uk/government/publications/staying-put-arrangements-for-care-leavers-aged-18-years-and-above<\/a>. This means young people can continue to benefit from a stable and secure family setting, preparing for independence at a more gradual pace and moving into independent living when they are ready, rather than facing a cliff-edge on reaching age 18.<\/p>

To support local authorities to implement Staying Put we have provided £68.35 million to date. Funding for 2019/20 will be £23.77 million, and funding beyond 2020 will be subject to future spending reviews.<\/p>

The latest data show that for the year ending March 2018, 55% of those ceasing to be looked after in a foster placement on their 18th birthday stayed put with their former foster carer, which is an increase of 4% on the previous year. Furthermore, 31% of 19 year-olds were still with former foster carers on their 19th birthday, and 26% of 20 year-olds still with former foster carers on their 20th birthday. Again, these were both increases on the previous year.<\/p>

The department wrote to all local authorities in England asking them to review whether they had commissioned forensic tests from Trimega Laboratories Limited between January 2010 and April 2014. 131 local authorities have confirmed that they used the services of Trimega Laboratories Limited during this period.<\/p>

It is unlikely that decisions about the welfare of children will have been taken solely on the basis of toxicology test results, as this would only form part of the evidence that local authorities consider when making decisions about vulnerable children. My right hon. Friend the Secretary of State for Education announced this week £6.5 million funding for voluntary and community sector organisations who work with families of young children to support early language development, helping to address and support concerns when they can have the most impact; and to improve the early years education of children with special educational needs and disabilities.<\/p>

The government set out, prior to Budget 2018, plans to spend £3.5 billion this year on our free early education entitlements. We provide 15 hours of free early education for disadvantaged two year-olds, with almost 750,000 benefitting since 2013, and we provide the Early Years Pupil Premium, which delivers up to £300 per eligible child per year to support better outcomes for disadvantaged three and four year olds. This is on top of the near universal take up of the free 15 hours entitlement for all three and four year-olds.<\/p>

Funding for the entitlements is also supported by a £100 million investment through our social mobility action plan \u2018Unlocking Talent, Fulfilling Potential\u2019, published in December 2017.<\/p>

The government has allocated £265 million to help local authorities create new school places and improve existing facilities for children and young people with special educational needs and disabilities (SEND), in consultation with parents and providers. Many local authorities are using this to expand special schools or SEND units in mainstream schools.<\/p>

Individual local authorities\u2019 allocations are published at: https://www.gov.uk/government/publications/send-provision-capital-funding-for-pupils-with-ehc-plans<\/a>. This funding is for 2018 to 2021. Funding after 2021 will be determined via the Spending Review.<\/p>

The government also establishes new special schools through the free schools programme. As of 1 November 2018 there were 34 open special free schools with a further 55 in the pipeline.<\/p>

There is no legal requirement for schools to purchase an automated external defibrillator (AED), but the government encourages them to do so as part of their first aid equipment.<\/p>

AEDs are currently available for schools and other education providers in the UK to purchase through the National Health Service Supply Chain at a reduced cost. These arrangements are available to all UK schools including academies, independent schools, sixth-form colleges, further education institutions and early years settings (including holiday and out-of-school providers).<\/p>

As per section 124 of the \u2018Articles of Association\u2019 published by the Bright Tribe Academy Trust, trustees are asked to make minutes available as soon as reasonably practicable for those wishing to inspect them.<\/p>

Nationally, high needs funding has risen by £1 billion since 2013-14, to just under £6 billion in 2018-19, and will rise to over £6 billion in 2019-20. The additional £1.3 billion announced last year for schools and high needs is above and beyond what was promised at the 2015 spending review, and means that local authorities received an additional £140 million in high needs funding in 2018-19. Each local authority will attract a 1% increase in underlying funding per head of the population aged 2-18 years old in 2018-19 compared to 2017-18, following the increase of 0.5% they attracted last year. Underfunded authorities will continue to see higher increases \u2013 of up to 6% per head of of the population aged 2-18 years old, compared to 2017-18.<\/p>

We are listening to the concerns that some have expressed about the pressures on high needs budgets. Prior to 2018-19, local authorities were free to determine the balance of funding between their schools, high needs and early years budgets, all funded from the Dedicated Schools Grant (DSG). It is not possible to give figures for transfers from the schools block to high needs, as the precise amounts spent by local authorities will also be affected by transfers to and from DSG reserves, and any funding from other sources (for instance, local authorities\u2019 general funds) spent on educational purposes.<\/p>

In 2018-19, with the introduction of the national funding formulae for schools and high needs, we have limited this flexibility in order to ensure that the majority of schools funding that local authorities receive is going directly to schools.<\/p>

Local authorities are able to move up to 0.5% of their funding from the schools block to the high needs block, with agreement of their schools forum. This is explained in the high needs operational guide, available at https://www.gov.uk/government/publications/high-needs-funding-arrangements-2019-to-2020<\/a>. Where a local authority wishes to move more funding, or the forum does not agree to the transfer, the local authority will be required to seek recourse to my right hon. Friend the Secretary of State for Education. Last year, after thorough consideration, 13 local authorities were granted the ability to move funding under these circumstances.<\/p>

We will publish data shortly showing the amount of schools block funding the local authorities has allocated this year, compared to the amount they received, thereby providing an indication of funding directed to other areas, such as high needs.<\/p>
