The Government recognises the importance of research and development (R&D) in helping to transform the steel sector so that it can play a vital role within our modern Industrial Strategy.<\/p>

Agreement has been reached that UK participants engaged in ongoing Research Fund for Coal and Steel (RFCS) projects will continue to be funded until completion. However, the Commission has informed UK participants in consortia that are bidding for funding this year, that they will not be eligible to receive RFCS funding. This is because the resulting grant contracts are due to be signed in April to June 2021, after the end of the transition period established in the Withdrawal Agreement.<\/p>

Leaving the EU provides us with the opportunity to focus our investment on our own priorities. This includes the Government\u2019s commitment to invest £22 billion in R&D by 2024/2025, which is a record increase in R&D spending. In April 2020, a consortium led by the Black Country Local Enterprise Partnership (LEP) was awarded funding from UK Research and Innovation through the Industrial Decarbonisation Challenge. The LEP was invited to compete for a total of up to £8 million in phase two of the competition, to develop plans for decarbonising the local industrial cluster through the \u2018Repowering the Black Country\u2019 project.<\/p>

This project aims to agree a roadmap for the Black Country\u2019s industry to achieve net zero carbon emissions by 2040. The roadmap will provide a framework for securing significant commercial funding and investment to support clean industrial growth within the region.<\/p>

In July 2020, the Government announced plans to publish an Industrial Decarbonisation Strategy in Spring 2021. The Strategy will set out the Government\u2019s vision for a prosperous, low carbon UK industrial sector by 2050.The Government is also investing £147 million towards the Manufacturing Made Smarter challenge, which is open to firms across the UK. The Coronavirus Job Retention Scheme was welcomed and widely utilised by the automotive sector. Surveys carried out by the industry body, the Society of Motor Manufacturers and Traders, showed that during the lockdown earlier this year, the Job Retention Scheme was accessed by 60.6% of the automotive manufacturing workforce in April and by 34.2% of the workforce in May.<\/p>

In order to support the retention of jobs, my Rt. Hon. Friend Mr Chancellor of the Exchequer announced the Job Retention Bonus in June. This will see businesses receive a one-off payment of £1,000 for every previously furloughed employee if they are still employed at the end of January next year.<\/p>

As part of his Winter Economy Plan, the Chancellor announced the Job Support Scheme, which is designed to protect jobs in businesses who are facing lower demand over the winter months due to Covid-19. The Government will pay a third of hours not worked up to a cap (£697.92 per month), with the employer also contributing a third.<\/p>

In order to protect jobs and UK businesses, we are expanding the Job Support Scheme for businesses legally required to temporarily close their premises as a direct result of Coronavirus restrictions. The Government will provide employers with a grant for employees that have been instructed to cease work, covering two-thirds of their usual wages and subject up to a maximum of £2,100 a month.<\/p>

We recognise the challenges facing the automotive industry as a result of Covid-19. Firms can draw upon our package of support, which is one of the most generous and comprehensive globally, with a fiscal response so far totalling £160 billion.<\/p>

The North West has excellent natural resources including offshore wind, tidal, geothermal and unconventional oil and gas. The area boasts an established energy sector supporting over 32,200 jobs and a £3.1 billion economic contribution. It is also the largest manufacturing region in the UK. The North West is therefore well placed to make a significant contribution to a green recovery and the UK\u2019s transition to a low carbon economy, creating new sources of competitive advantage in green manufacturing.<\/p>

<\/p>

In July, the Government announced £40 million of funding to unlock thousands of green jobs, including in Cheshire and Lancashire, by developing the next generation of nuclear energy technology. The Government has also funded the North West Energy Hub to support the huge opportunities for the region in renewable energy and its manufacturing supply chains.<\/p>

On 6th<\/sup> October, my Rt. Hon. Friend the Prime Minister set out new plans to Build Back Greener by making the UK the world leader in clean wind energy \u2013 creating jobs, slashing carbon emissions, and boosting exports. £160 million will be made available to upgrade ports and infrastructure across the North of England to hugely increase our offshore wind capacity.
