Based on the clinical assessment that most children are not considered to be at increased risk of COVID-19 mortality, being a foster carer alone is not cause for prioritisation for a COVID-19 vaccination. The Joint Committee on Vaccination and Immunisation (JCVI) advises that only those children at very high risk of exposure and serious outcomes, such as older children with severe neuro-disabilities within residential care, should be offered vaccination as part of phase one. There are currently no plans to prioritise foster parents not in the first nine priority groups in the next phase of the COVID-19 vaccination programme.<\/p>

Unpaid carers are included in the JCVI\u2019s priority group six, which includes individuals who are eligible for a carer\u2019s allowance, or those who are the sole or primary carer of an elderly or disabled person who is at increased risk of COVID-19 mortality and therefore clinically vulnerable. The Joint Committee on Vaccination and Immunisation (JCVI) are the independent experts who advise the Government\u202fon which vaccines the United Kingdom should use and provide advice on prioritisation at a population level, based on their assessments.<\/p>

In line with current advice from the JCVI, adult members of a household that includes someone who is clinically extremely vulnerable (CEV) are prioritised for vaccination according to their own age and clinical risk. They are not prioritised based on sharing a household with someone who is CEV, whether this person is an adult or a child, so will not be vaccinated at the same time.<\/p>

Exceptions to this rule include those who are in receipt of carer\u2019s allowance, or those who are the main carer of an elderly or disabled person whose welfare may be at risk if the carer falls ill. These people should be offered vaccination in priority group six.
