The COVID-19 vaccination programme is based on the advice of the Joint Committee on Vaccination and Immunisation (JCVI). The JCVI is an independent expert advisory committee to the Government.

The JCVI has advised that the priority for the first phase of the COVID-19 vaccination programme should be the prevention of mortality. The JCVI has advised that teachers will be considered for prioritisation in the second phase of the programme. Teachers aged 50 years and older, or in an at-risk group are eligible for vaccination in the first phase of the programme.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4113", "label" : {"_value" : "Biography information for Nadhim Zahawi"} } , "answeringMemberConstituency" : {"_value" : "Stratford-on-Avon"} , "answeringMemberPrinted" : {"_value" : "Nadhim Zahawi"} , "dateOfAnswer" : {"_value" : "2021-01-11", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2021-01-11T14:01:13.92Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health and Social Care"} , "answeringDeptSortName" : {"_value" : "Health and Social Care"} , "date" : {"_value" : "2020-12-30", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Coronavirus: Schools"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Health and Social Care, if he will prioritise school staff for covid-19 vaccination.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/55", "label" : {"_value" : "Biography information for Sir Desmond Swayne"} } , "tablingMemberConstituency" : {"_value" : "New Forest West"} , "tablingMemberPrinted" : [{"_value" : "Sir Desmond Swayne"} ], "uin" : "132751"} , {"_about" : "http://data.parliament.uk/resources/1272220", "AnsweringBody" : [{"_value" : "Department of Health and Social Care"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1272220/answer", "answerText" : {"_value" : "
Of the factors associated with COVID-19 mortality, age is the most strongly associated factor and applies across all other risk factors, including underlying health conditions. There is currently no conclusive evidence to indicate whether COVID-19 vaccines will have an impact on transmission.

The Joint Committee on Vaccination and Immunisation (JCVI) has reviewed data on the risk of mortality from COVID-19 in-patients receiving in-centre haemodialysis (ICHD). In the ICHD cohort, 30% of all COVID-19 deaths up to 30 June 2020 occurred in persons aged over 80 years old. Those aged over 80 had a mortality risk of about 4.2 times more than those aged 18 to 59 years. Further information is available here: https://journals.plos.org/plosone/article?id=10.1371/journal.pone.0241263
The JCVI has recognised that persons on ICHD attend healthcare facilities regularly, and that this is an opportunity for vaccination. The JCVI therefore agreed that implementation teams should take advantage of this setting to vaccinate eligible individuals.
"}
