The Government remains vigilant about the inequalities experienced by Gypsy, Roma and Traveller communities, and the Ministry of Housing, Communities and Local Government has brought forward a new and ambitious integration strategy. Housing is a devolved matter in Scotland, Wales and Northern Ireland.<\/p>

The Government is committed to reducing the number of long-term empty homes to increase the supply of housing.<\/p>

In England, the number of long-term empty homes is down by nearly a third since 2010. At May 2010 over 300,000 homes had been standing empty for longer than 6 months. As of October 2017 the number of long term empty properties had fallen to 205,293.<\/p>

Local authorities in England have powers and strong incentives to tackle empty homes, and through the New Homes Bonus they earn the same financial reward for bringing an empty home back into use as building a new one.<\/p>

The Rating (Property in Common Occupation) and Council Tax (Empty Dwellings) Bill, which was introduced on 28 March, proposes to strengthen the powers available to local authorities to tackle empty homes in England. Local authorities will be able to charge a 100 per cent council tax premium (currently 50 per cent) to homes that have been empty for at least two years.<\/p>

On 5 March we published a draft revised National Planning Policy Framework which included a revised definition of affordable housing. This built on the consultation undertaken as part of the Housing White Paper last year. The consultation is open until 10 May.<\/p>

Since 2010, we have delivered over 357,000 new affordable homes, including over 257,000 affordable homes for rent.<\/p>

Affordable housing remains the Government\u2019s priority. Spending Power is a measure of resources available to a local authority to fund its services. It includes Settlement Funding Assessment (business rates baseline funding level plus Revenue Support Grant), Council Tax and other central government grants.<\/p>

Prior to 2013-14, Formula Grant was non-ring fenced money for local government services. It was funded by central government grant and redistributed business rates. Post 2013-14, Settlement Funding Assessment became the way central government provided local authorities with non-ring fenced funding for local government services.<\/p>
