It is for Northamptonshire County Council (NCC) to carefully consider its response to the provisional judgement on the judicial reviews relating to NCC\u2019s decision to revise its library service provision.<\/p>

I understand that NCC has paused the review of its local library service for further consideration and that it intends to work closely with community groups and interested parties of the 21 libraries affected by the previous decision.<\/p>
<\/p>

The circumstances surrounding the death of Dr David Kelly were considered extensively by my predecessor in 2011. The investigation that he commissioned reviewed all of the relevant documents and evidence. The then Attorney General\u2019s conclusion at the end of that process was that a fresh inquest or inquiry into the death was not warranted. A written statement setting out the detailed reasons for the Attorney\u2019s decision was placed in the House of Commons library in June 2011. That statement was accompanied by a good deal of additional material, including the independent reports that were commissioned.<\/p>

At present 15-17 year olds in young offender institutions (YOIs) receive an average of only 12 hours contracted education a week. We have recently set out our plans for transforming youth custody and putting education at the heart of detention, and at the same time launched a competition for new education contracts in public sector YOIs which will more than double the time spend young people spend in education.
