UN humanitarian helicopters are operated by the United Nations Humanitarian Air Service (UNHAS), which transports humanitarian organisations and donor representatives in the DRC and completes airlift operations. Unless specially authorised by the UN Humanitarian Coordinator or the World Food Programme Country Director, military personnel may not be carried on UNHAS flights. No arms and ammunition are allowed on board UNHAS flights. On 23 July 2014 the Humanitarian Coordinator in the DRC authorised the transport of some MONUSCO staff in UNHAS planes to small bases in the west of the DRC, in areas where no other transport options are available. MONUSCO staff can only be transported in civilian clothing, and no military equipment will be transported by UNHAS.<\/p>

The UK Medical Research Council (MRC) leads the UK Government relationship with the European and Developing Countries Clinical Trials Partnership (EDCTP). Over the period 2013-2018, DFID will provide £10 million to EDCTP through the MRC. In addition DFID support for product development research is counted as a Member State contribution to EDCTP.<\/p>

DFID contributes to a number of innovative product development partnerships (PDPs) for the development of drugs, vaccines, diagnostics and other technologies for diseases of poverty. DFID is providing technical assistance to the Government of Nigeria to support them to meet the immediate needs of the population and address underlying grievances. This is key to stabilising north east Nigeria. The UK is supporting the Social Mobilisation Action Consortium (SMAC) as part of its response to Ebola in Sierra Leone. This consortium focuses on achieving behaviour change to address a range of high risk practices to prevent and contain the spread of Ebola. Partners of the consortium, who include the Centre for Disease Control, provide technical advice on how to avoid infection. As well as avoiding contact with blood and bodily fluids of an infected person and ensuring safe funeral practices, this includes taking steps not to eat or handle bushmeat. We are also tracking knowledge of risk behaviours and transmission routes through a survey administered through the consortium in order to plan our behaviour change activities accordingly.<\/p>

I spoke to the President of Ghana and others in Government when I visited Ghana earlier this year about furthering economic development in the country. Those discussions included how we could help to foster growth in the agricultural sector in ways that will benefit poor farmers. I visited sites where DFID is supporting initiatives to do this.<\/p>

In Ghana, DFID has three projects whose primary aim is to enable poor farmers to earn more income. One is centred on two irrigation schemes that will benefit thousands of small-scale farmers. Another is an investment fund to help agricultural businesses. The third provides support to improve the way that markets work for poor people, concentrating on six agricultural products. DFID aims to ensure that 30,000 poor producers in Ghana have improved access to services by March 2016.<\/p>

Since May 2010, DFID Sierra Leone has supported the distribution of 2.3 million long lasting insecticide treated bed nets (LLINs) through two nationwide campaigns completed in June 2011 and May 2014. The aim of these campaigns was to achieve universal coverage of LLINs in Sierra Leone as the most effective means of preventing malaria. A rapid assessment following the 2014 distribution campaign found that 81% of households visited nationwide were using at least one mosquito net, up from 37% in 2008. However, an evaluation designed to assess the longer term effectiveness of the campaign has been postponed due to the Ebola crisis. In addition, the Global Fund has provided a further 600,000 nets.<\/p>

The UK is keenly aware of the need to address food insecurity more sustainably in South Sudan where the current security situation makes this possible. South Sudan\u2019s leaders need to take ultimate responsibility for the humanitarian situation, and the UK continues to urge the government and opposition to act now to stop the fighting and start to build a lasting peace and make every effort to allow aid to quickly reach their people.<\/p>

In the meantime, the need for life-saving humanitarian assistance and delivery of basic services remains critical. During my visit to South Sudan in September this year, I raised the issue of food security in discussions with Government. The UK engages with the relevant ministers, ministries and sector working groups and through the Government Partner Forum. DFID-funded health programmes work in close collaboration with government, and DFID support has been instrumental in pioneering a government-led health sector plan and in strengthening government health systems. A DFID-funded programme in 3 northern states of South Sudan, which works alongside government, is expected to enable 175,000 to become food secure by the end of 2014. The UK, with other donors and UN agencies, is working with the Ministry of Agriculture to agree the content and conditions necessary for signing of the Comprehensive African Agriculture Development Process Compact. This will support food security through a 10% allocation of the national budget to the agricultural sector.<\/p>
