As part of the Government’s package to support businesses affected by coronavirus, the Government has provided a business rates holiday for eligible properties in retail, hospitality and leisure, worth £10 billion this year.

As set out in the Call for Evidence for the fundamental review of business rates, the Government anticipates setting out preliminary conclusions from the review on the most pressing areas, including reliefs, in the autumn, ahead of final conclusions in spring 2021.

The objective of the Coronavirus Job Retention Scheme is to enable employers to continue to keep people in employment. To achieve this, the grants compensate employers for the payments that they are contractually obliged to make, in order to avoid the need for redundancies. Covering discretionary payments would go beyond the objectives of the scheme. Full guidance on how to calculate 80% of wages can be found at: www.gov.uk/guidance/work-out-80-of-your-employees-wages-to-claim-through-the-coronavirus-job-retention-scheme

For some employees, the pay in scope for the grant will be less than the overall sum they usually receive. The Government is also supporting those on low incomes who need to rely on the welfare system through a significant package of temporary welfare measures. This includes a £20 per week increase to the Universal Credit standard allowance and Working Tax Credit basic element, and a nearly £1 billion increase in support for renters through increases to the Local Housing Allowance rates for Universal Credit and Housing Benefit claimants. These changes will benefit all new and existing claimants. The off-payroll working rules (sometimes known as IR35) have been in place since 2000. They are designed to ensure that individuals working like employees pay broadly the same amount of tax and NICs, regardless of the structure they work through. They do not affect the self-employed.

In 2017 the Government reformed the way the rules operate in the public sector in order to address widespread non-compliance. Evidence shows that compliance is improving, without reducing the flexibility of the labour market.

Budget 2018 announced that the reform would be extended to all sectors, but not until April 2020, giving businesses more time to prepare. The Government has consulted extensively on the reform and HMRC are rolling out guidance as well as an education and support programme.

On 11 July 2019, HMRC published a Tax Information and Impact Note setting out the costs to business and individuals of the reform. The Clean Air Zone (CAZ) Framework sets out the principles for the operation of Clean Air Zones in England. UK aviation has had an excellent safety record. Safety will continue to be a priority when the UK leaves the EU, with the Civil Aviation Authority (CAA) continuing to undertake the majority of regulatory tasks related to the UK aviation industry. The CAA is well advanced in preparing contingency plans to take on the responsibilities currently undertaken by the European Union Aviation Safety Agency (EASA), and are confident that these will be in place in time.

The Aviation Safety (Amendment etc.) (EU Exit) Regulations 2019 provide for approvals issued by EASA or the competent authority of another Member State to be treated as if they were issued by the CAA. Furthermore, the CAA is working closely with UK airlines and aerospace organisations to provide information to support their preparations for the UK’s exit from the EU.
