Airlines choose where to base aircraft, where to fly, what fares to charge, what in-flight service level to provide and which aeroplanes to use.<\/p> <\/p> However, the Consumer Rights Act 2015 requires all airlines to have fair terms and conditions. Contract terms would be deemed unfair if they create significant imbalance in favour of the business. The Civil Aviation Authority is responsible for ensuring that airlines comply with this legislative requirement. It conducted a review of airline contract terms in 2019, which included looking at fees for check-in and printing boarding passes at the airport. The report stated that whilst there is a rational and objective basis for the existence of such rules, they should be aligned to the actual administrative cost of the service. The CAA found that in some cases fees were not proportionate, and recommended that airlines review their fees so that they are more explicitly aligned to the actual administrative cost of providing the function. The CAA keeps the contract terms of airlines under review.<\/p> <\/p> <\/p>"}

One of the targets in the 2020 Cycling and Walking Plan for England was for 50% of all journeys in towns and cities to be walked or cycled by 2030. On this, the 2022 report notes that the percentage is currently forecast to be between 41-47% by 2030, but that it could be higher depending on various uncertainties. The percentage rose to 48% in 2020, but this may have been an anomaly as part of the impact of the pandemic.<\/p>"}

Rule 60 of The Highway Code states that cycles must be fitted with a rear reflector and must have front and rear lights lit at night. Cycling without proper lights is an offence and enforcement is a matter for the police.<\/p> Rule 59 recommends that cyclists should wear light-coloured or fluorescent clothing to help other road users to see them in daylight and poor light, with reflective clothing and/or accessories in the dark. This advice was made clearer in the updated version of The Highway Code that was published in January 2022, and the Department ran a communication campaign in 2022 to highlight some of the key changes.<\/p>"}

In March 2022, the Government published a consultation package with the UK ETS (Emissions Trading Scheme) Authority, exploring options to expand the scheme to include emissions from domestic maritime. The Government response to the consultation will be published in due course.<\/del><\/p>The UK is pressing for greater ambition during the review of the International Maritime Organization Initial Greenhouse Gas Strategy in July and continues to monitor developments of international and regional carbon pricing instruments covering shipping to consider how they may interact with our domestic policy.<\/del><\/p>The Government keeps all taxes under review and any changes are announced by the Chancellor at fiscal events.<\/del><\/p>
