The Self-Employment Income Support Scheme (SEISS) has supported 2.9 million people, paying over £25bn across all four SEISS grants. Together, the five SEISS grants combined will have provided individual claimants with support up to £36,570, making it one of the most generous self-employment income COVID support schemes in the world.<\/p>

<\/p>

Company directors are not self-employed and so cannot qualify for the SEISS. They have access to the CJRS if they are paid a salary through PAYE and if they meet the eligibility criteria. Those paid annually have been and are still eligible to claim, as long as they meet the relevant conditions including being notified to HMRC on an RTI submission within the relevant cut-off dates.<\/p>

In designing the SEISS, the Government\u2019s priority was to get support to the greatest number of people but in a way that guards against fraud and abuse. That meant designing a system where HMRC can automatically match the data people provide in their applications with information already in the system to verify and pay out the claim.<\/p>

<\/p>

The Government has explored a range of options and proposals to support company directors who pay themselves through dividends. However, HMRC do not have data \u2013 as it is not needed to administer the tax system \u2013 to identify them or verify how much grant they should be awarded. VAT is a broad-based tax on consumption and the standard rate of 20 per cent normally applies to most goods and services, including PCR tests. Medical testing, where it is administered by registered health professionals, is exempt from VAT. The Government also continues to offer free COVID-19 testing for those with COVID-19 symptoms.<\/p>

Eligible businesses in the retail sector have paid no business rates in the 15 months to 1 July 2021, and over 90% of businesses will have their rates bills cut by 75% across the year in 2021-22. HM Revenue and Customs publish statistics on the Coronavirus Job Retention Scheme (CJRS) regularly. The latest statistics were published on 1 July 2021.<\/p>

The Government is currently preparing guidance to support local authorities ahead of rollout of the £1.5 billion business rates relief fund. The final guidance, its specifics and level of prescription, will reflect considerations including the existing framework of Government support, information held by local authorities and their capacity to administer various parameters, as well as subsidy control considerations.<\/p>

This discretionary relief pot approach has been taken to get funding to businesses as soon as possible and on the basis of their actual economic exposure to COVID-19 rather than the pandemic\u2019s hypothetical impact on property rental values. As clearly stated in the CJRS guidance, employees will need to be able to work for the employer that has placed them on furlough if their employer decides to stop furloughing them or start flexibly furloughing them.<\/p>
