The Government is proud of the extraordinary commitment shown by all health and care staff. The Government is working hard to ensure that staff feel supported and safe to continue the fight against COVID-19.<\/p>

More than one million NHS staff continue to benefit from the Agenda for Change deal, under which the starting pay for a newly qualified nurse has risen by over 12% since 2017/18. The Government has also agreed a pay deal that provides junior doctors with a minimum 8.2% pay rise over four years. The Government will work to ensure that the NHS employment offer continues to attract, retain and reward staff, and this continues to be kept under review.<\/p>

It has not been possible to include those who began trading after the 2018-19 tax year in the Self-Employment Income Support Scheme. This was a very difficult decision and it was taken for practical reasons. It is correct that individuals can now submit Income Tax Self Assessment returns for 2019-20, but there would be significant risks for the public purse if the Government relied on these returns for the scheme. HMRC would not be able to distinguish genuine self-employed individuals who started trading in 2019-20 from fake applications by fraudulent operators and organised criminal gangs seeking to exploit the SEISS. The Government cannot expose the tax system to these risks.<\/p>

<\/p>

However, those who entered self-employment after April 2019 will still be eligible for other support. For example, the self-employed can benefit from the Government\u2019s relaxation of the earnings rules (known as the Minimum Income Floor) in Universal Credit. The Government accepted all but one of the 20 recommendations made by Sir Amyas Morse in December 2019 following his Independent Review of the Loan Charge policy.<\/p>

The Independent Review assessed the impact of the policy on affected taxpayers and found that it was right for the Government to try to ensure that the tax was collected and that the Loan Charge should remain in force.<\/p>

There was no recommendation to suspend or revoke the policy and the Government agrees it should remain in force.<\/p>

The Government has included legislation required to implement the recommendations in the Finance Bill.<\/p>

Income from dividends is a return on investment in the company, rather than wages, and is not eligible for support. Under current reporting mechanisms it is not possible for HM Revenue and Customs to distinguish between dividends derived from an individual\u2019s own company and dividends from other sources, and between dividends in lieu of employment income and as returns from other corporate activity. Expanding the scope would require HMRC to collect and verify new information.
