Construction equipment is a key sector for the UK economy, with revenues in excess of £11bn from 1500 UK companies employing 40000 people. Most of the equipment used on construction sites is provided by plant hire companies directly to the contractor or sub-contractor on a project by project basis. It is not something that either the client or the contractor generally purchases directly. That is why we believe that the most important thing the Government can do to promote the use of construction equipment manufactured in the UK is by working with the sector to improve its competitiveness and productivity. The Department also works closely with the Department for International Trade to help showcase the UK industry globally to help ensure it remains an important and growing part of the UK\u2019s manufacturing footprint.<\/p>

The construction equipment sector is represented on the Automotive Council and has played an important role in setting the direction and long-term strategic priorities for the industry. A number of the sector\u2019s manufacturers and their suppliers are involved in key innovation and development projects and programmes supported and funded by the Advanced Propulsion Centre and Innovate UK. The Energy Efficiency (Private Rented Property)(England and Wales) Regulations 2015<\/em> requires that all landlords of domestic and non-domestic privately rented property in England and Wales ensure that, from 1 April 2018, their properties reach an energy performance rating of at least an E before granting a tenancy to new or existing tenants, unless a prescribed exemption applies.<\/p>

The Department has consulted, and will continue to consult with landlord groups to help them understand the requirements of the regulations, and with local enforcement bodies. The private rented sector Energy Performance Certificate band E minimum energy efficiency standard was established in the Energy Efficiency (Private Rented Property)(England and Wales) Regulations 2015. <\/em><\/p>

The Impact Assessment published alongside the 2015 Regulations estimated that, as of 2014, approximately 200,000 non-domestic private rented sector properties in England and Wales had an energy performance rating below E, representing approximately 18% of the total non-domestic rental stock. Under the Energy Efficiency (Private Rented Property)(England and Wales) Regulations<\/em> 2015<\/em>, landlords of privately rented commercial property will need to ensure that, from 1 April 2018, their properties reach an energy performance rating of at least an \u2018E\u2019 before granting a tenancy to new or existing tenants.
