The Appraisal of Sustainability that accompanies the Airports National Policy Statement (NPS) provides a strategic level assessment of the potential social, economic, and environmental impacts of expansion, including on noise. The Appraisal of Sustainability makes it clear that for the purposes of this strategic level assessment, it would not be suitable to produce noise contours and therefore estimate numbers of people affected below 54dB LAeq, 16 hour for the daytime or 48 dB LAeq, 8 hours for the night time. This is because variability in aircraft position in the air at these greater distances from the airport, and airport noise being closer to background noise levels, result in a lower level of certainty.<\/p>

<\/p>

The Airports NPS sets out specific mitigations for aircraft noise that the Government expects to see delivered. These include the applicant putting forward plans for a noise envelope which is tailored to local priorities and includes noise performance targets. The applicant will also need to develop plans for a runway alternation scheme that provides communities affected with predictable periods of respite. The Government also expects a ban on scheduled night flights for a period of six and a half hours.<\/p>

<\/p>

These supporting measures will be finalised through the planning process and subject to public consultation. These will then be considered by the Planning Inspectorate and the Secretary of State in determining an application for development consent.<\/p>

The Government\u2019s statutory Cycling and Walking Investment Strategy, published in April 2017, set out that £1.2 billion of funding would be available to be invested in measures to increase cycling and walking in England over the period to 2021. The estimated contributions from local authorities and local enterprise partnerships of funding allocated from central government funds during this period are detailed in the table below. No estimate has been made of the total contribution of locally generated funds from local authorities.<\/p>

All schemes delivered though Highways England\u2019s Cycling, Safety and Integration designated fund must demonstrate value for money using an appraisal developed with key stakeholders. This assesses a number of potential benefits such as increased trips and accidents savings. Highways England continues to develop its evaluation process for different designated funds, starting with the Cycling, Safety and Integration designated fund, in order to measure the effectiveness of the projects delivered and ensure that future programmes maximise their benefits.<\/p>

The total budget for the Cycling, Safety and Integration designated fund is £175m until 2020. Of that sum £53.5m had been spent by January 2018 which represents 31% of the total. The Cycling, Safety and Integration designated fund spend for the 2016/17 financial year was £18.1m.<\/p>

The expectation has been that Highways England would develop schemes for this fund in the early years of the first road investment period, and then build them in the later years. The effect of this should be that that more schemes are built in the next two years than in the past two.<\/p>
