The energy efficiency measures installed in homes since January 2013 as a result of Government initiatives were delivered via the Energy Company Obligation (ECO \u2013 including Affordable Warmth), Cashback, the Green Deal Home Improvement Fund (GDHIF) and the Green Deal.<\/p>
The provisional estimated lifetime carbon savings of measures installed through these schemes (excluding Affordable Warmth) to the end of September 2016, was between 28.5 - 30.0 MtCO2 with provisional estimated lifetime energy savings between 115,153-121,534 GWh.<\/p>
The majority of these measures were delivered through the ECO scheme. Government sets the carbon savings thresholds which obligated ECO suppliers must meet over the lifetime of the scheme but it is up to suppliers to determine when, and how, they achieve these savings over the reporting period. The Nuclear Decommissioning Authority (NDA) is undertaking a consultation with its workforce on potential options for pension reform, after which the NDA will take account of the consultation responses and make proposals for the Government to consider. The NDA estate is part of the public sector, as classified by the Office of National Statistics, in that it receives over £2bn of funding from the UK taxpayer every year.<\/p>

The Government recognises the unique context that Site Licence Companies and their workforces operate in. During the consultation period the NDA have continued to lead discussions with the Trade Unions on the best approach to pension reform; one that balances the legitimate concerns of taxpayers about the present and future costs of pension commitments, with the workforce\u2019s concern to maintain levels of retirement income for people who have dedicated their working lives to the nuclear decommissioning industry.<\/p>

The Government has noted the paper presented by National Energy Action on February 13th<\/sup> and will assess what the implications are for current policies. Government will consider this and other evidence provided by stakeholders as part of the design of any future fuel poverty schemes. In particular it will consider the views of the Committee on Fuel Poverty.<\/p> <\/p> Government recently confirmed plans to reform the Energy Company Obligation, which is worth £640m per year. In 2017-18, 70% of the scheme will be directed at low income households. This represents an increase from £310m to £450m of funding per year. Energy companies are also required to provide over 2 million low income and vulnerable households with a £140 rebate off their energy bill each winter, under the Warm Home Discount Scheme, which is worth £320m per year.<\/p> <\/p>"}
