Neither the Department nor local authorities have powers to charge operators for using portable traffic signals. In any event, the decision as to whether to use portable traffic signals or some other form of traffic management at a particular street or road works site should be determined by reference to the guidance in our statutory code of practice Safety at Street Works and Road Works<\/em> and a site-specific risk assessment. It would not be appropriate to charge operators for using portable traffic signals if they considered them to be necessary for safety.<\/p> <\/p> To comply with the statutory code of practice Safety at Street Works and Road Works<\/em>, operators that propose using portable traffic signals also have to obtain permission from the relevant highway authority before they are installed. The highway authority can reject such proposals if they do not consider them to be appropriate. We believe that sufficient controls are in place, and therefore have no plans to regulate the use of portable traffic signals further.<\/p>"}

Coventry also benefited from £270,000 of DfT funding in 2015-16 to enable Virgin Trains to improve cycle facilities at Coventry railway station.<\/p> <\/p> DfT has provided the following funding to local authorities in the West Midlands which has funded cycle networks and awareness raising initiatives:<\/p> <\/p> Cycle Ambition Cities Grant - Birmingham City Council<\/p><\/td> £13m for 2013-15<\/p><\/td> £1m for 2015-16<\/p><\/td> £7.317m for 2016-17<\/p><\/td><\/tr> Local Sustainable Transport Fund - West Midlands<\/p><\/td> £77.8m for 2011-15<\/p><\/td> £8m for 2015-16<\/p><\/td> N/A<\/p><\/td><\/tr> Sustainable Travel Transition Year \u2013 West Midlands<\/p><\/td> N/A<\/p><\/td> N/A<\/p><\/td> £2.9m for 2016-17<\/p><\/td><\/tr><\/tbody><\/table> <\/p> Alongside this DfT provided a total of £1.224m in 2015-16 to improve cycle rail facilities at railway stations in the West Midlands region. There has also been funding for cycling and walking in the West Midlands over the last five years through Bikeability, the Local Growth Fund, Highways Maintenance Block and the Integrated Transport Block. Precise amounts spent on cycling and walking vary and will depend on decisions made by the relevant local authorities and other local bodies.<\/p>"}
