Several sections of the Highway Code already cover horse riders. The Government announced on 18 October 2018 that, as part of the Cycling

and Walking Investment Strategy (CWIS) Safety Review, the Highway Code would be reviewed to help keep cyclists and pedestrians safe on the roads.

The Government announced on 18 October 2018 that, as part of the Cycling and Walking Investment Strategy (CWIS) Safety Review, The Highway Code would be reviewed to help keep cyclists and pedestrians safe on the roads. The Government recognises that horse riders and carriage drivers are also vulnerable road users and that advice on, for example, overtaking or passing cyclists applies equally to them.

Horse riders are already protected in law with applicable offences for drivers such as driving dangerously, driving without due care and attention and driving without reasonable consideration for other road users.

This is set out in the Highway Code along with advice on being aware of horse riders and allowing adequate distance when passing them. The Department, through the THINK! Branded Road Safety Campaign, worked with the British Horse Society (BHS) to support its “Dead Slow” campaign to encourage car drivers to pass horses safely, and the ‘Horse Rider’ section on the THINK! Website has been updated to reflect the partnership with the BHS.

On 4 July, there was a Westminster Hall Debate on: ‘the Safety of Riders and Horses on Rural Roads’, in which these issues were more fully debated.

The driving theory test contains questions about how drivers should interact with vulnerable road users, including horse riders; and the hazard perception test includes a number of clips where horse riders are the hazard, either directly or indirectly.

The Highway Code provides advice to motorists about vulnerable road users such as horse riders and Rule 215 provides advice specifically on passing horse riders safely.

When the Department next reviews The Highway Code, any proposed changes will be subject to public consultation.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/3991", "label" : {"_value" : "Biography information for Jesse Norman"} } , "answeringMemberConstituency" : {"_value" : "Hereford and South Herefordshire"} , "answeringMemberPrinted" : {"_value" : "Jesse Norman"} , "dateOfAnswer" : {"_value" : "2017-12-05", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2017-12-05T13:43:36.6Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "27"} , "answeringDeptShortName" : {"_value" : "Transport"} , "answeringDeptSortName" : {"_value" : "Transport"} , "date" : {"_value" : "2017-11-27", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Roads: Horse Riding"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Transport, what steps his Department is taking better to protect horse riders on public highways; and if he will take steps to strengthen provisions within the Highway Code relating to how motorists should drive in the vicinity of horses.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3992", "label" : {"_value" : "Biography information for James Morris"} } , "tablingMemberConstituency" : {"_value" : "Halesowen and Rowley Regis"} , "tablingMemberPrinted" : [{"_value" : "James Morris"} ], "uin" : "115899"} ], "itemsPerPage" : 10, "page" : 0, "startIndex" : 1, "totalResults" : 4, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
