The Government remains fully committed to the vision that by 2030 half of all journeys in towns and cities are walked or cycled and it will invest over £3 billion in active travel over the course of this Parliament. The £3 billion also includes funding from wider sources such as the City Region Sustainable Transport Settlements and the Levelling Up Fund. Active Travel England estimates that its dedicated investment programme between 2022/23 and 2024/25 will deliver 90 million additional walking and cycling stages by 2025.<\/p>

The Government\u2019s Carbon Budget Delivery Plan sets out the projected emission savings from transport policies. The Government\u2019s ambitions for walking and cycling up to 2025 and 2030 are outlined in the second statutory Cycling and Walking Investment Strategy (CWIS2) which was published in July 2022. Many of the steps the Government is taking to boost walking and cycling were also outlined in the Government\u2019s Gear Change plan, published in July 2020. A total of around £3 billion of Government funding is projected to be invested into active travel over this Parliament. In July 2022, the Government published the second statutory Cycling and Walking Investment Strategy (CWIS2), reaffirming its commitment to active travel and setting out the objectives and the financial resources in place to achieve these for the period 2021 to 2025.<\/p>

In August 2022, the Department formally established Active Travel England as an Executive Agency. Active Travel England is already overseeing the delivery of £200 million of active travel schemes this financial year, and is due shortly to make an announcement on future active travel funding for local authorities. It is rapidly recruiting its core staff, as well as putting in place its formal governance structures.<\/p>

Other recent steps include the announcement in August 2022 of a number of social prescribing pilot schemes in eleven local authority areas. These will help join up the active travel and health agendas.<\/p>

The many ways in which the Government is supporting active travel are summarised in the statutory Cycling and Walking Investment Strategy, which was published in in April 2017. The Department also undertook a major cycling and walking safety review in 2018, and published its response and a detailed action plan in November 2018. Around £2 billion is now being invested in cycling and walking over this Parliament. To encourage people to cycle to work, the Government\u2019s Cycle to Work Scheme allows employers to loan cycles and cyclists' safety equipment to employees as a tax-free benefit. The Department is reviewing and updating its guidance on the scheme and is due to publish a revised version later in 2019.<\/p>

The Department made clear, in its 2018 response to the Cycling and Walking Investment Strategy Safety Review, that local councils should invest around 15 per cent of their local transport infrastructure funding on safe and efficient cycling and walking infrastructure. The Department continues to encourage local authorities to make use of the Transforming Cities Fund and other relevant national funding streams to support cycling and walking schemes and engages regularly with them in the development of their LCWIPs (Local Cycling and Walking Infrastructure Plans). Local Cycling and Walking Infrastructure Plans (LCWIPs) are not applications for funding. Rather, they are designed to help local authorities to develop and decide on local priorities for investment for cycling and walking infrastructure from all relevant local funding streams, and from national streams such as the Transforming Cities Fund, Future High Streets Fund, Housing Infrastructure Fund and Clean Air Fund.
