I met with the Secretary of State for Health and Social Care and the Chief Medical Officer in May, alongside the CEO of Active Travel England, to discuss how the departments can work together in promoting active travel and realise its health benefits. The departments will continue to work together on a number of projects to support this shared goal.<\/p>

The Government\u2019s most recent assessment of progress towards meeting its active travel goals was set out in the Cycling and Walking Investment Strategy report to Parliament in July 2022, a copy of which is available in the House Libraries. The Government is investing more than £3 billion into active travel up to 2025 from a wide range of transport and local growth funding streams. The funding is supporting new and upgraded cycle routes and other active travel infrastructure across England. On 6 February, the Government announced a new £200 million fund to improve walking and cycling routes. Successful schemes for this funding will be announced shortly.<\/p>

The Government has recently strengthened the National Planning Policy Framework to support the take-up of cycling and walking within local development plans.<\/p>

The Department for Transport is currently updating existing guidance set out in Local Transport Note 2/08 to ensure that streets are better designed to lower barriers for people choosing to cycle.<\/p>

The Government\u2019s plans to promote cycling and walking are set out in the statutory Cycling and Walking Investment Strategy, published in April 2017. The Strategy\u2019s ambition is to make cycling and walking the natural choice for shorter journeys, or as part of a longer journey. The Strategy includes a commitment to monitor the uptake of cycling by age, gender, ethnicity and mobility.<\/p>

<\/p>

The Department recognises that the take-up of cycling is lower among some groups than others, as shown by the 2017 walking and cycling statistics for England, published in a fact sheet on 30 August 2018. For some under-represented groups, concerns about safety are a major barrier to taking up cycling. The Department announced on 18 October that it will be reviewing those elements of the Highway Code that relate to cycling and walking. It will also publish later this year its full response to the Cycling and Walking Investment Strategy safety review, which will include further measures to make cycling safer and hence more attractive to those who are not regular cyclists.<\/p>

The Department does not collect data on the cause of road accidents, or on potholes in road accidents specifically.<\/p>

Contributory factors assigned by police officers do not assign blame for the accident to any specific road user, however they do provide some insight into why and how road accidents occur. They give an indication of which factors the attending officer thought contributed to the accident. Officers do not need to carry out a full investigation of the incident before allocating contributory factors; they usually use professional judgement about what they can see at the scene.<\/p>

For each year where contributory factors data is available (2005 to 2017), the number of reported pedal cyclist fatalities in England where a contributory factor of \u2018poor or defective road surface\u2019 was reported in the accident is provided in the table. Not all accidents are included in the contributory factor data; only accidents where the police attended the scene and reported at least one contributory factor are included. A total of 72 per cent of accidents reported to the police in 2017 in Great Britain met these criteria<\/p>

Advice about potholes is available to local highway authorities through the UK Roads Liaison Group Code of Practice, \u201cWell Managed Highway Infrastructure\u201d. This Code provides guidance to highway authorities on maintaining and managing their highways for all road users.<\/p>

The Code refers to other advice, including the Pothole Review report published in 2012, which provides guidance on areas including preventative maintenance and delivering \u201cright first time\u201d pothole repairs. This Report was endorsed by a number of organisations, including the Cyclists\u2019 Touring Club, now Cycling UK and refers to the needs of cyclists when considering maintenance requirements.
