The Driver and Vehicle Standards Agency (DVSA) reporting system outlined in the answer of 5 February to Question 125528 applies to lorries and buses, because some of DVSA\u2019s powers and responsibilities are specific to lorries and buses. For example; the DVSA has powers in respect of the enforcement of commercial road transport offences but does not have the same enforcement powers in respect of private cars or motorcycles. In all cases it remains the user\u2019s responsibility to ensure the vehicle continues to meet these emissions standards at all times while in use.<\/p>

Air pollution is an important challenge and Government is involved in a wide range of actions tackling it. My Department works closely with the Department for Environment, Food and Rural Affairs in developing the Government\u2019s response to the shared challenges of improving air quality and reducing greenhouse gas emissions. The Government announced an intention to end the sale of all new conventional cars and vans by 2040 as part of the \u2018UK plan for tackling roadside nitrogen dioxide concentrations\u2019 (July 2017). The current test has been amended over recent years to introduce lower emission limits. The removal of after treatment devices, such as diesel particulate filters and selective catalytic reduction devices, have been added to the list of reasons why a vehicle would fail its MOT.<\/p>

In May 2018, the opacity limits for diesel vehicles will be tightened for newer diesel vehicles.<\/p>

The Driver and Vehicle Standards Agency deals with the front line enforcement of high polluting vehicles. This is primarily dealt with at the annual roadworthiness test, which DVSA administers, where exhaust emissions are checked once a vehicle becomes subject to testing due to its age. If the vehicle fails this test, the vehicle cannot be used on roads until the excess pollution is remedied. DVSA enforce emission outputs from the commercial vehicle fleet. When vehicles are seen to emit visual smoke, enforcement action is taken. The Driver and Vehicle Standards Agency also operates a Smoky Vehicle hot-line where anyone can report a smoky vehicle online and DVSA will then make follow up enquires about the vehicle.<\/p>

The Vehicle Certification Agency\u2019s (VCA) emissions testing is conducted to the requirements set out in the relevant type approval legislation. The Government has been pressing for action at an EU-level to improve emissions tests and we have already secured a tough new Real Driving Emissions test. From next year, vehicles will have to meet emissions limits in real driving conditions across a wide range of typical operating conditions.<\/p>

The Secretary of State has met with the Chief Executive of Volkswagen UK to press that the technical fixes are completed as quickly as possible for UK consumers. The VCA is working closely with the VW group and other approval authorities to evaluate the proposed technical solutions. The Go Ultra Low campaign, which we run in conjunction with eight major vehicle manufacturers and that is intended to explain the benefits of ultra low emission vehicles to fleet and consumer audiences, is subject to a programme of ongoing evaluation. We survey the campaign\u2019s audiences at key campaign milestones to test its performance. To date, Go Ultra Low has exceeded government and industry campaign benchmarks on key measures. Of those surveyed who recalled seeing campaign activity, 71% have taken action as a result of having seen our advert, and the campaign\u2019s website is now averaging 51,000 visitors a month following a four-fold increase in 2015 compared to 2014. The Go Ultra Low campaign is an important part of the UK\u2019s programme to support the uptake of ultra low emission vehicles, leading to market growth of 94% in 2015.<\/p>

Tests which were undertaken by the Vehicle Certification Agency (VCA) include the in service light duty testing programme, which were conducted in accordance with the New European Drive Cycle requirements.<\/p>

Aftermarket alterations tests were conducted in accordance with the European Transient Cycle and North London Delivery Truck Cycle. Light duty emissions followed the New European Drive Cycle requirements.<\/p>

The models subject to this test would cover every manufacturers model range subject to the MOT test during this period.<\/p>

The Department for Transport does not hold information on work carried out by other testing authorities.<\/p>
