After the Maritime and Coastguard Agency (MCA) received a report of a capsized hull in the Pentland Firth Her Majesty’s Coastguard immediately coordinated a search and rescue (SAR) response. The SAR response included four lifeboats, two SAR helicopters and other vessels in the Pentland Firth area. The emergency towing vessel was sent to mark the position of the capsized ship and to offer expert advice on any salvage effort. Five Coastguard Rescue Teams, based either on Orkney or on the north Scottish coast, assisted in the search.

The Northern Lighthouse Board (NLB) sent its lighthouse vessel PHAROS to the area to determine if the wreck was a hazard to navigation and to survey the seabed to locate the CEMFJORD. The wreck was found close to its final reported sinking position at a depth of around 70m, and is not a hazard to shipping.

The MCA also arranged for additional flying of its surveillance aircraft to check that there were no signs of the crew in liferafts.

The fishing vessel Louisa sank off the Scottish coast on 9 April 2016. The Marine Accident Investigation Branch (MAIB) is seeking to raise the vessel as part of its investigation to establish the causes and circumstances of the accident.

The Department’s procurement experts have independently reviewed the processes undertaken by the MAIB in awarding the contract to recover the Louisa. It is clear from that review that the MAIB’s evaluation team followed the process as set out in the tender document and in a fair and transparent manner. I am therefore satisfied that there are no grounds for the procurement process to be suspended.

This sinking resulted in the deaths of three fishermen and the vessel should be recovered as soon as possible to give the investigation team the strongest possibility of understanding the reasons why this tragic accident occurred.
"}

This decision, taken following consultation with 40 local MPs, statutory bodies, and Network Rail reflected the following key considerations:

a) The Government has committed funding to the Northern Hub programme. This includes schemes to increase capacity and line speeds on the Hope Valley route between Manchester and Sheffield.

b) A study carried out by Network Rail indicates that demand for travel between Manchester and Sheffield could more than double in thirty years. With the planned investment, the Hope Valley line and its trains could accommodate this growth. If freight grows, schemes have also been identified which could enable more freight trains to run.

c) The Victorian tunnels were not in a good condition and would have required on-going funding to keep them in a condition necessary for possible re-use. These costs would have fallen on the taxpayer or meant less money for other vital rail investment in the north.

d) If an additional rail route is required between Manchester and Sheffield, it is unlikely that even the modern tunnel at Woodhead would be suitable for re-use and, given advances in tunnelling technology as witnessed by Crossrail, the best solution is most likely to be the construction of a new tunnel.

Further background to this decision can be found in my statement: Official Report, 5 November 2013, Column WS12.

"}
