Levels of compliance with social distancing by criminal and civil courts are high. HMCTS are following PHE guidance to ensure that our courts and tribunals support proper social distancing measures for everyone who uses and works in them.<\/p>

Working with the judiciary, we have agreed how to prioritise the most urgent cases. For example, in crime we are prioritising cases in custody, in family we are dealing with cases to protect vulnerable children such as Emergency Protection Orders, Interim Care Orders and Issue Resolution Hearings in care proceedings.<\/p>

With the judiciary, we have also moved to hear many more cases remotely by telephone or video wherever possible and appropriate \u2013 so that people are able to stay at home.<\/p>

Jury trials are currently paused for a short time to put appropriate arrangements in place to maintain social distancing for jurors.<\/p>

Probation is operating under an exceptional delivery model which prioritises public protection and offender management in the community.<\/p>

Probation officers continue supervising in person those who pose the highest risk ensuring the monitoring of high-risk offenders remains as tough as it always is.<\/p>

At the same time, we are supervising lower-risk offenders using more frequent video and telephone calls.<\/p>

We have set up Homelessness Prevention Taskforces to support offenders who are being temporarily released from prison as part of efforts to keep prisons safe during this period. The Government shares the British public's high regard for animal welfare. There are restrictions on some skin and fur products, making it illegal to import them into the UK. These include fur from cats and dogs and seal skins and products from commercial hunts. Fur farming has been banned in the UK since 2000.<\/p>

In addition, we do not allow imports of fur from wild animals caught using methods which are non-compliant with international humane trapping standards. Where fur is from an endangered species protected through the Convention on International Trade in Endangered Species (CITES), its import or trade will be subject to CITES controls.<\/p>

During the transition period it is not possible to introduce restrictions relating to the fur trade. It has not been possible to include those who began trading after the 2018-19 tax year in the Self-Employment Income Support Scheme. This was a very difficult decision and it was taken for practical reasons. It is correct that individuals can now submit Income Tax Self Assessment returns for 2019-20, but there would be significant risks for the public purse if the Government relied on these returns for the scheme. HMRC would not be able to distinguish genuine self-employed individuals who started trading in 2019-20 from fake applications by fraudulent operators and organised criminal gangs seeking to exploit the SEISS. The Government cannot expose the tax system to these risks.<\/p>

<\/p>

However, those who entered self-employment after April 2019 may still be eligible for other support. For example, the self-employed can benefit from the Government\u2019s relaxation of the earnings rules (known as the Minimum Income Floor) in Universal Credit. The SEISS supplements the significant support already announced for UK businesses, including the Coronavirus Business Interruption Loan Scheme, and the deferral of tax payments. Those who pay themselves a salary through their own company may be eligible to claim for 80% of usual monthly wage costs, up to £2,500 a month, through the Coronavirus Job Retention Scheme (CJRS). The CJRS is available to employers, including personal service companies, and individuals paying themselves a salary through a PAYE scheme are eligible. Where furloughed directors need to carry out particular duties to fulfil the statutory obligations they owe to their company, they may do so provided they do no more than would reasonably be judged necessary for that purpose, i.e. they should not do work of a kind they would carry out in normal circumstances to generate commercial revenue or provides services to or on behalf of their company.<\/p>

Income from dividends is a return on investment in the company, rather than wages, and is not eligible for support. Under current reporting mechanisms it is not possible for HM Revenue and Customs to distinguish between dividends derived from an individual\u2019s own company and dividends from other sources, and between dividends in lieu of employment income and as returns from other corporate activity. Expanding the scope would require HMRC to collect and verify new information. This would take longer to deliver and put at risk the other schemes which the Government is committed to delivering as quickly as possible.<\/p>

The United Kingdom has been a signatory to the European Union Joint Procurement Agreement since 2014 and is eligible to participate in EU joint procurements during the transition period under the terms of the Withdrawal Act.<\/p>

Owing to an initial communication problem, the UK did not receive an invitation in time to take part in the first four EU Joint Procurements in response to COVID-19, including the ventilators scheme.<\/p>

However, participating in those four initial joint procurement schemes would not have allowed us to do anything that we have not been able to do ourselves. We currently have over 10,800 mechanical ventilators available to National Health Service patients, with thousands more ventilators on order from manufacturers in the UK and abroad.<\/p>
