No assessment has been made of the potential impact of parking costs on National Health Service staff in Devon. All NHS trusts that charge for hospital car parking provide free parking for those \u2018in-most need\u2019. This includes frequent outpatient attenders, parents of sick children staying overnight, blue badge disabled holders, and NHS staff working overnight.<\/p>

Data on the income from car parking charges is published annually through the NHS Estates Return Information Collection. Data on the income from patients and visitors is combined. The latest figures, from 2023/24, show that the income received from patients and visitors for parking on NHS hospital sites was £101,812,089. The research participant experience is an essential part of delivering a world-class research system with participant feedback providing research delivery teams, study sponsors and the Department with actionable data to improve accessibility of health and care studies, and increase recruitment rates and retention of participants.<\/p>

The Department-funded National Institute for Health and Care Research (NIHR) has operated the Participant in Research Experience Survey (PRES) since 2015/16, which aims to offer as many research participants as possible the chance to contribute their experiences of taking part in research. PRES currently operates nationally across the NIHR Research Delivery Network portfolio and is offered to all participants in eligible cancer studies including young people.<\/p>

To improve data collection on research experience, NIHR is currently exploring a national roll-out of a digital PRES which will increase ease and access for participants to provide feedback on their experience. This system will also be scalable beyond the NIHR Research Delivery Network Portfolio.<\/p>

The security of our people, assets and information is a Government priority.<\/p>

The Vetting Transformation Programme (VTP) was first announced in October 2020. The programme was subject of a number of reviews and audits under the previous administration, including by the Government Internal Audit Agency (GIAA) and Cabinet Office Infrastructure and Projects Authority (IPA) Hub. These reviews concluded that there were weaknesses in governance and stakeholder engagement. As a result, the programme was closed in September 2024.<\/p>

In its place, this Government is undertaking a range of initiatives to modernise and improve vetting services, delivered through three core workstreams:<\/p>

1. Rationalising Policy and Process - Government Security Group (GSG) and UK Security Vetting are working with departments to standardise and centralise decision making.<\/p>

2. Enhancing Digital and Cyber Security - UKSV are currently in the process of migrating the National Security Vetting System (NSVS) platform to the cloud to enhance the reliability of the current service and bring capabilities in line with industry best practice.<\/p>

3. Increasing Assurance - GSG and UKSV are moving to an approach of continuous improvement across the assurance offered by vetting investigations.<\/p>

In line with the practice followed by successive administrations, the Government does not otherwise comment on security matters.<\/p>

The Department does not hold information in this format. Tinnitus is a condition that can result in many different treatments, including medication, which are not all captured in the Waiting List Minimum Dataset.<\/p>

As of November 2024, the waiting list for ear, nose and throat (ENT) stood at 633,270. This marked a decrease of 4,380 compared to October 2024. As of November 2024, 49.2% of pathways were within 18 weeks. Not all of the patients on the waiting list will have a \u201cdecision to treat\u201d.<\/p>

Tackling waiting lists, including in ENT, is a key part of our Health Mission, and we will deliver an additional two million operations, scans, and appointments during our first year in Government, which is equivalent to 40,000 per week, as a first step in our commitment to ensure that patients can expect to be treated within 18 weeks.<\/p>

The Elective Reform Plan, launched as part of the Government\u2019s Plan for Change, sets out how we will get back to the NHS Constitutional Standard that 92% of patients wait no longer than 18 weeks from Referral to Treatment by the end of this Parliament, whilst also ensuring that patients have the best possible experience of care. Since taking over administration of the Vaccine Damage Payment Scheme on 1 November 2021, all decisions taken by the NHS Business Services Authority that have been appealed to tribunal have been upheld.<\/p>

Decisions in first tier tribunals do not set a precedent for other cases. Officials from this Department regularly meet with their counterparts from the other parts of the UK, including the Department for Infrastructure in Northern Ireland, to compare notes on how each is approaching a wide range of active travel issues. The Department\u2019s officials would be happy to explore this topic with their counterparts in the Department for Infrastructure in Northern Ireland, but in practice nearly all of the ways of improving access to cycles for those people in Northern Ireland who are unable to use the cycle to work scheme would be devolved matters for the Northern Ireland government.<\/p>
