Current superfast broadband coverage is over 83% of UK premises and the Government remains committed to providing 95% coverage to homes and businesses by December 2017. The National Health Service Prostate Cancer Risk Management Programme (PCRMP) provides general practitioners and primary care professionals with information to counsel men who ask about prostate cancer and/or prostate-specific antigen (PSA) testing. Men over 50 who decide to have a PSA test based on this information can do so for free on the NHS.<\/p>

Ministers have considered the latest evidence on the effective deployment and professional development of teaching assistants, together with a summary of the call for evidence and the draft teaching assistant standards submitted by the expert panel.<\/p>

Where a dog is worrying livestock, police and local authorities, with the consent of the local police, can pursue a prosecution under the Dogs (Protection of Livestock) Act 1953. This provides a criminal offence where a keeper has allowed their dog to worry livestock and carries a maximum fine of £1000. Defra and the Animal Health and Welfare Board for England (AHWBE) met police forces, farming and rural interests to discuss this issue earlier this year. Under the auspices of the National Police Chiefs\u2019 Council, five police forces are collaborating to pilot more systematic data collection of incidents and good response practices and we look forward to the results of the pilot.<\/p>

We have not estimated the cost of constructing a link road to Leeds Bradford International Airport as this would be a local road and the relevant local authority would be responsible for developing a scheme proposal. The Government sponsored study into improving connectivity to Leeds Bradford International Airport used an estimate provided by Leeds City Council of £38m in 2012 prices.<\/p>

The Aviation Policy Framework published in March 2013 makes clear that developers should pay the costs of upgrading transport links where there is a need to cope with increased passenger numbers, but that a public funding contribution will be considered if the scheme has a wider range of beneficiaries. The relevant local authorities would therefore be responsible for assembling a funding package for a link road, in partnership with developers and other local stakeholders. Local Growth Funding could be used to provide a public sector contribution, and the West Yorkshire Combined Authority is being provided with a contribution of up to £781m towards the West Yorkshire Plus Transport Fund between 2015/15 and 2034/35. Every project is subject to an annual performance review and a project completion review to ensure that the objectives have been achieved and aid has been delivered to the intended beneficiaries.
