Government is supporting increased levels of IT literacy through the refresh of the Essential Digital Skills (EDS) Framework, which sets out the skills learners require to be safe, legal and confident online, and find, manage, and store digital information securely, thereby helping them guard against malware and ransomware. The EDS framework is the basis of the training delivered through the £18m \u2018Future Digital Inclusion\u2019 programme. Delivered by a network of 5,000 Online Centres, which are primarily based in libraries and other community spaces, this programme has supported over 1 million adult learners since 2014 to develop essential digital skills.<\/p>

Government is also supporting IT literacy through the introduction of a national entitlement to basic digital skills courses from 2020, similar to the existing legal entitlements for English and Maths. This will provide adults of any age the opportunity to undertake improved qualifications, based on the EDS framework, free of charge.<\/p>

Government is also supporting cyber security through Cyber Aware; a campaign which aims to increase UK citizens\u2019 and businesses\u2019 resilience to cyber crime by encouraging the adoption of secure online behaviours. Key promoted advice includes, to always install your e-device\u2019s latest app and software updates to make it less vulnerable to cyber threats.<\/p>

In addition, the flagship skills programme GDS Academy teaches civil servants the digital skills, awareness and knowledge they need to transform and build the best public services. It offers training in subjects including agile project delivery and user-centred design. The GDS Academy runs across the country, with courses in Leeds, London, Manchester and Newcastle, as well as a partnership with the Scottish Government. More than 10,000 civil servants have been trained since it was set up in 2014.<\/p>

Departments have built their digital professionalism and capability, with over 10,000 civil servants now having been trained by the GDS Academy; new standards have made services across government consistent, accessible and intuitive; and departments have delivered exemplar digital services.<\/p>

The Government is committed to creating a policy and regulatory environment which will ensure the right conditions for the development and support the deployment of 5G networks. Within this, DCMS is working closely with Ofcom and BEIS agencies to ensure 5G developments take into account Earth Observation services.<\/p>

<\/p>

Identification of spectrum bands at global level to support 5G services worldwide will be on the agenda at the upcoming World Radio Conference 2019 (WRC-19). The UK has been actively involved in the work of the international groups ITU (International Telecommunication Union) and CEPT (European Conference of Postal and Telecommunications Administrations) to study the necessary emission limits for 5G to ensure that they meet internationally agreed protection criteria for these satellites.<\/p>

<\/p>

The current UK 5G deployments use frequencies (3400-3800 MHz) that are not contiguous with or near, in terms of spectrum bands, to those used by weather forecasting and, therefore, would not cause interference.<\/p>

<\/p>

Government will continue to engage with Ofcom to ensure that any future plans for use of spectrum bands for mobile networks will take into consideration the protection of the weather forecasting bands.<\/p>

Consumer protections already apply to online traders operating directly or as a third party through a platform.<\/p>

The Online Harms White Paper sets out the Government's plan to establish a statutory duty of care to make companies take more responsibility for the safety of their users and tackle harm caused by content or activity on their services. We have consulted on our proposals for the new duty of care to apply to companies and other bodies that allow users to share or discover user-generated content or interact with each other online.<\/p>

Companies in scope of the regulatory framework will be held to account for tackling a broad range of harmful and illegal content or activity on their services. However, where there is already an effective regulatory framework, this will be excluded from scope to avoid duplication.<\/p>

The Online Harms White Paper consultation closed on 1 July. Islamophobia is completely unacceptable and has no place in our society. The Online Harms White Paper sets out our plans for world-leading legislation to make the UK the safest place in the world to be online, by making companies more responsible for their users\u2019 safety online. We will establish in law a new duty of care on companies towards their users, overseen by an independent regulator. Companies will be held to account for tackling a comprehensive set of online harms, and hate crime is one of the harms in scope of these proposals. We will continue to work closely with the Ministry of Housing, Communities and Local Government, which has the cross-government lead on countering Islamophobia, as this policy is developed.<\/p>

<\/p>

It is also important that the criminal law is fit for purpose to deal with online harms. The Law Commission has recently started the second phase of its review of abusive and offensive online communications, which will review existing communications offences and make specific recommendations about options for legal reform in a final report in 2021. In parallel, the Law Commission is looking into the adequacy of protection offered by hate crime legislation, and this strand of work is expected to report in 2020.<\/p>
