We have committed £2 billion since 2011 to increase the uptake of ultra-low emission vehicles and green transport initiatives and to support Local Authorities to take action. As part of the exhaust emissions approval process vehicle manufacturers are obliged to undertake in-use emissions testing. They are required to submit a report of their results at regular intervals or when requested to do so by the approval authority. In accordance with EU regulation 715/2007, the authority will review the information and accept or reject the report. UK Motorists currently pay fuel duty and VAT on fuel, which means that those who use the roads the most, and do so in higher polluting cars, pay more tax. Emissions type approval of new vehicles in the UK is carried out at commercially operated laboratories. There are five of these, as well as approved laboratories at manufacturers\u2019 premises. The Vehicle Certification Agency (VCA) manages the approval testing of vehicles in the UK.<\/p>

The Government has commissioned studies to assess the impact of vehicle speed on emissions, for example undertaking a high-resolution emission modelling approach to understand changes in vehicle speeds and how it relates to emissions. The Department uses the best available evidence to model emissions in urban areas, including evidence linking vehicle speeds with emissions based on international guidelines. The evidence is that the factors influencing emissions are complex and the relative impact of vehicle speed, acceleration/deceleration and distance travelled (which are all related to journey times), will vary depending on the local situation.<\/p>
<\/p>
In addition, the Government\u2019s Joint Air Quality Unit helps local authorities to calculate NOx emissions in their local areas using outputs from traffic models, which use a range of parameters including speed and distance travelled (which influence journey time) and the number of vehicles.
