A new Chair and CEO were appointed to the Academies Enterprise Trust during 2016-17 and they presented a comprehensive improvement plan to the department in early 2017. This plan was assessed by the Education and Skills Funding Agency to put in place a recovery process that underpinned education provision with strong financial management and oversight. This included improving governance of the trust, restructuring of central service teams, stronger financial and budgeting controls, reshaping school improvement structures and impact on educational outcomes. As a result of this assessment and supported by the National Schools Commissioner, additional funding was provided to the Trust.<\/strong><\/p>

Our statutory guidance and operational guidance are clear that government funding is intended to deliver 15 or 30 hours a week of free, high-quality, flexible childcare. It is not intended to cover the costs of meals, other consumables, additional hours or additional services.<\/p>

Providers can and should feel free to charge parents for meals, consumables (such as nappies and sun cream) and for additional activities (such as trips). But parents must not be required to pay any fee as a condition of taking up a free entitlement place, and must be offered alternative options.<\/p>

Where a parent chooses to pay for these, it is a private matter between the provider and the parent. Our guidance does not address how providers operate their private businesses over and above a child\u2019s free hours.<\/p>

The evaluation of early delivery areas found that providers were willing and able to offer 30 hours, and that parents were not deterred from taking up their place by additional charges.

We estimate that providing free school meals to all children from households receiving Universal Credit would result in around half of all pupils becoming eligible for free school meals \u2013 over three times as many as the 1.1 million (14%) that are eligible for and claiming free school meals in the latest figures[1]. We estimate that this would cost in excess of £3 billion more a year, including the cost of the extra meals and associated school deprivation funding, such as the pupil premium \u2013 the additional meal costs alone would be in excess of £450 million per year.<\/p>

Costs in each of the next four years will be lower than this as the proportion of the pupil population living in households receiving Universal Credit will be lower prior to the completion of rollout. We have not provided precise estimates for the next four years as we believe the level of uncertainty around these figures means that releasing them would not be in the public interest.<\/p>

We are currently consulting on proposals for free school meals eligibility under Universal Credit. We will consider the responses to the consultation carefully and will continue to refine our analysis as our policy on this matter develops.<\/p>

Currently around 1.1 million of the most disadvantaged children are eligible for and claim a free nutritious meal. This government provides significant funding to ensure the most disadvantaged children receive free school meals.

Under our proposals, no existing recipients of free school meals should lose their entitlement following the introduction of new eligibility criteria. We have proposed protection arrangements to ensure that every pupil who is eligible and receiving free school meals at the point at which the criteria are changed (or any claimants who gain free school meals during the rollout of Universal Credit) should be protected against losing their meals whilst Universal Credit is fully rolled out nationally. In addition, any protected pupils who are still receiving free school meals once the Universal Credit transition is complete would continue to receive protection until the end of their current phase of education.<\/p>

In our proposed net earnings threshold, we estimate that around 50,000 more children will become entitled to free school meals than at present, enabling us to target support towards a greater number of families on low incomes.
