The Government recognises that securing the right PPE for frontline workers is of paramount importance, not only for their protection, but to enable them to continue to deliver the 1st class level of care that is amongst the best in the world.

We continue to work across Government and with regulators to investigate the efficacy and scientific validity of decontaminating and repurposing single-use respirators (FFP3s), to help with resilience in the event of potential future supply shortages. If proven safe and effective, we will work closely with NHS organisations to support preparedness in the event of a future emergency situation.

As set out in our PPE Strategy, published on 28 September, we want to move away from PPE disposable by default and assess new types of PPE that are designed for reuse from the outset, particularly through UK manufacturing.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4380", "label" : {"_value" : "Biography information for Jo Churchill"} } , "answeringMemberConstituency" : {"_value" : "Bury St Edmunds"} , "answeringMemberPrinted" : {"_value" : "Jo Churchill"} , "dateOfAnswer" : {"_value" : "2020-10-23", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2020-10-23T12:42:28.303Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health and Social Care"} , "answeringDeptSortName" : {"_value" : "Health and Social Care"} , "date" : {"_value" : "2020-05-19", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Coronavirus: Protective Clothing"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Health and Social Care, what recent assessment he has made of the extent of the incidence of re-use of single use personal protective equipment; and if he will make a statement.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3930", "label" : {"_value" : "Biography information for Caroline Lucas"} } , "tablingMemberConstituency" : {"_value" : "Brighton, Pavilion"} , "tablingMemberPrinted" : [{"_value" : "Caroline Lucas"} ], "uin" : "48968"} , {"_about" : "http://data.parliament.uk/resources/1197078", "AnsweringBody" : [{"_value" : "Department of Health and Social Care"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1197078/answer", "answerText" : {"_value" : "

The number of National Health Service worker deaths is verified from direct reports from NHS employing organisations and the number of individuals identified as deceased healthcare workers by non-NHS organisations. This information is investigated and triangulated by NHS England to give a high level of confidence of validity. The Department of Health and Social Care is working with NHS England, devolved administrations and the Ministry of Housing, Communities and Local Government to develop improved figures.

For care workers, the Government is using data from the Office for National Statistics (ONS). This analysis is publicly available and can be found on the ONS website at the following link:

https://www.ons.gov.uk/peoplepopulationandcommunity/healthandsocialcare/causesofdeath/bulletins/coronaviruscovid19relateddeathsbyoccupationenglandandwales/deathsregistereduptoandincluding20april2020

The Government has been working closely with the social care sector for some time to build a more comprehensive picture of social care workers who have died. In addition to ONS data, we are asking social care employers to inform the Department when a care worker dies from COVID-19, so that the appropriate steps can be taken. These include supporting the families and employers of those who have died and allowing the opportunity for commemorative actions, depending on the family and employer’s wishes. Information about this process can be found on GOV.UK at the following link:

Initial findings from the Facebook Portal pilot suggest having access to just one Portal device in a care home can help residents to connect with loved ones during the COVID-19 outbreak. Although the pilot is ongoing and Portals are still being deployed, based on current numbers just over 70% of the devices will be in care homes. As there are approximately 15,500 care homes in England according to Care Quality Commission data, it is estimated up to 14,000 Portals or similar devices may be required to scale the pilot to all care homes nationally. National Health Service patients are benefitting from an unprecedented partnership with private hospitals in the United Kingdom as we battle the COVID-19 outbreak. The Department and NHS England and NHS Improvement have worked with the independent sector to secure all appropriate inpatient capacity and other resource across England. This has increased NHS capacity and ensured that more facilities are available for patients diagnosed with COVID-19.

No contracts with independent providers were entered into by NHS England providers pursuant to The Exercise of Commissioning Functions by the National Health Service Commissioning Board (Coronavirus) Directions 2020 until 15 May 2020.

As part of preparing for winter, the Government has provided an additional £3 billion to the NHS. This will allow the NHS to continue to use the extra hospital capacity acquired from the independent sector and also to maintain the Nightingale hospitals until the end of March.

In response to the provisions in the Coronavirus Act 2020 in relation to death certification, the General Register Office/Home Office and the Office for National Statistics published revised guidance to medical practitioners completing medical certificates cause of death (MCCD) for a period of emergency. This guidance confirms that COVID-19 is an acceptable direct or underlying cause of death for the purposes of completing the MCCD.

Both in a non-emergency period and an emergency period, medical practitioners are expected to state the cause of death to the best of their knowledge and belief and are not required to be in the presence of the deceased when completing the MCCD. The certifying medical practitioner should have access to relevant medical records and the results of investigations.
