The department has taken significant steps to further strengthen academies\u2019 accountability. This is reflected in the year on year updates to the Academies Financial Handbook which strengthen accountability and transparency in the sector. The department introduced new rules in April 2019 for the declaration or approval of related party transactions. Our requirements are the most robust processes for related party transactions in any sector in the country.<\/p>

The level of transparency for academies is higher than for local authority schools. The vast majority of trusts operate with a cumulative surplus and at the same time, over half a million pupils now study in \u2018good\u2019 or \u2018outstanding\u2019 sponsored academies that typically replaced underperforming local authority maintained schools.<\/p>

The government's early education funding is intended to deliver 15 or 30 hours a week (for 38 weeks of the year) of free, high quality, flexible childcare for eligible 2, 3 and 4-year-olds. It is not intended to cover the costs of meals, other consumables, additional hours or additional services.<\/p>

However, pupils attending a local authority maintained, academy or free school nursery are entitled to free school meals: as long as they are either in full-time education or receive education both before and after lunch and meet the benefits-based free school meal eligibility criteria. The 2015 Special Educational Needs and Disability (SEND) Code of Practice sets out high expectations of schools, alternative provision, and colleges about how they identify and meet the needs of pupils with SEND, including those with speech, language and communication needs. The Code emphasises that schools, including alternative provision, should work closely with their local authority and other providers to commission specialist services directly, such as speech and language therapists.<\/p>

<\/p>

The department does not collect data on which pupil referral units employ speech and language therapists. Commissioners of alternative provision should ensure that there is a clear plan for pupils\u2019 progression and keep the arrangements under regular review so that they can be adapted in response to the needs of the child or young person. Where an alternative provider has concerns that a child or young person may have a speech and language difficulty that is not being appropriately supported, then they should raise their concerns with the commissioner and agree how these potential needs will be assessed and supported.<\/p>
