Treasury Ministers and officials have meetings with many organisations in the public and private sectors on a variety of issues.<\/p>

The Post Office Limited has recently renegotiated the commercial terms and service enhancements for Banking Framework 2, which will take effect from January 2020. The Government welcomes this agreement that, alongside other work by industry, regulators and Government to safeguard cash for those who need it, will ensure that 95% of business and 99% of personal banking customers continue to have access to everyday banking services at the Post Office.<\/p>

Barclays has extended its agreement with Post Office Limited, though its customers won\u2019t be able to withdraw cash over the counter at post offices from January 2020. Barclays\u2019 customers will still be able to check their balance, and pay in cash and cheques. Whilst the Government is committed to maintaining access to cash, and has set up the Joint Authorities Cash Strategy Group to help ensure this, the decision over precisely how to provide access to banking services is rightly a commercial decision for banks and Government does not intervene in these decisions.<\/p>

<\/p>

If Barclays customers value withdrawing cash over the counter using the Post Office, they may wish to consider switching to an alternative bank using the Current Account Switch Service (CASS). The switch service is free to use, comes with a guarantee to protect customers from financial loss if something goes wrong, and redirects any payments mistakenly sent to the old account, providing further assurance for customers. This means that customers are more able than ever to hold their banks to account by voting with their feet, and that banks are incentivised to work hard to retain their existing customers and attract new ones. To simplify the existing public financial guidance landscape and offer more holistic support to consumers, the Government established the Money and Pensions Service in January 2019.<\/p>

The Government has increased public funding for free professional debt advice to almost £56m this year, enough to provide support to 560,000 people in England.<\/p>

To support people in problem debt, the Government is introducing a Breathing Space scheme that will provide them with a 60-day period where interest and charges on their debts are frozen and enforcement action from creditors is paused.<\/p>

The Government is committed to maintaining an accessible mortgage market. The Financial Conduct Authority (FCA), which is responsible for regulating the market and protecting consumers, found in their Mortgage Market Study, published March 2019, that the market is working well and that consumers have access to mortgages that are suitable and affordable.<\/p>

The FCA recognises that lenders should have flexibility to decide what type of evidence of income they can accept from customers, including those who are self-employed or have alternative sources of income.<\/p>

Many lenders also offer custom mortgage products designed for contractors, the self-employed and small business owners. These commonly include features designed to account for income volatility, such as the ability to make capital repayments at any time, or income assessments using averaged figures to smooth out monthly variations.<\/p>

At Budget 2018, the Government announced it would consult on a new Stamp Duty Land Tax (SDLT) surcharge of 1% on non-UK residents buying residential property in England and Northern Ireland.<\/p>

This measure is designed to help control house price growth, and to ensure that those resident in the UK can get on the housing ladder.<\/p>

Around 1,500 future installations of solar panels, energy-saving boilers and wind turbines are expected to be affected annually, plus some other smaller scale items, by the changes to the VAT rules for energy-saving materials. This represents less than 5 per cent of the value of all installations currently eligible for the reduced rated.<\/p>

In 2015 a Court of Justice of the European Union decision said that the scope of the UK\u2019s VAT relief on energy saving materials was too wide.<\/p>

Following discussions with the European Commission, the Government has maintained the reduced rate of VAT for certain energy saving materials for people who are aged 60 or over or in receipt of certain benefits, and for housing associations or certain residential buildings, such as children\u2019s homes or care homes.<\/p>

<\/p>

In all other cases, the reduced rate will still apply unless the value of the materials exceeds 60% of the total cost of installation. In such cases the reduced rate will apply to the labour costs of installation.<\/p>
