The government has committed to delivering the biggest increase in social and affordable housebuilding in a generation.

On 30 July we announced a number of changes in planning policy designed to support the delivery of affordable homes. We also confirmed a range of new flexibilities for councils and housing associations, both within the Affordable Homes Programme and in relation to how councils can use their Right to Buy receipts, and a further £450 million for councils through the Local Authority Housing Fund enabling councils to grow their housing stock.

At the Budget on 30 October, the Chancellor set out details of an immediate one-year cash injection of £500 million to top up the existing Affordable Homes Programme which will deliver up to 5,000 new social and affordable homes. This comes ahead of the multi-year Spending Review next spring, where the Government will set out details of new investment to succeed the 2021-26 Affordable Homes Programme.

The Chancellor also confirmed that we will reduce Right to Buy discounts to their pre-2012 regional levels and allow councils to retain 100% of the receipts generated by Right to Buy sales.

In addition, the government will consult on a new 5-year social housing rent settlement to provide the sector with the certainty it needs to invest in new social housing.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4520", "label" : {"_value" : "Biography information for Matthew Pennycook"} } , "answeringMemberConstituency" : {"_value" : "Greenwich and Woolwich"} , "answeringMemberPrinted" : {"_value" : "Matthew Pennycook"} , "dateOfAnswer" : {"_value" : "2024-10-31", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2024-10-31T15:30:00.453Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "7"} , "answeringDeptShortName" : {"_value" : "Housing, Communities and Local Government"} , "answeringDeptSortName" : {"_value" : "Housing, Communities and Local Government"} , "date" : {"_value" : "2024-10-28", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Social Rented Housing: Waiting Lists"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Housing, Communities and Local Government, what steps her Department is taking to support councils to reduce social housing waiting lists.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4853", "label" : {"_value" : "Biography information for Dr Neil Hudson"} } , "tablingMemberConstituency" : {"_value" : "Epping Forest"} , "tablingMemberPrinted" : [{"_value" : "Dr Neil Hudson"} ], "uin" : "11383"} , {"_about" : "http://data.parliament.uk/resources/1737419", "AnsweringBody" : [{"_value" : "Ministry of Housing, Communities and Local Government"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1737419/answer", "answerText" : {"_value" : "
The Ministry of Housing, Communities and Local Government does not gather data on the number of leasehold properties which contain Reinforced Autoclaved Aerated Concrete (RAAC). However, our current assessment is that prevalence of RAAC is low in housing.

All building owners should continue to manage building safety and performance risks of all kinds in their buildings, including RAAC, in a proportionate, risk-based, and evidence-based manner. To do so, they should continue to follow guidance published by the Institution of Structural Engineers (IStructE) to identify, assess, and manage issues relating to RAAC.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4641", "label" : {"_value" : "Biography information for Alex Norris"} } , "answeringMemberConstituency" : {"_value" : "Nottingham North and Kimberley"} , "answeringMemberPrinted" : {"_value" : "Alex Norris"} , "dateOfAnswer" : {"_value" : "2024-10-31", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2024-10-31T15:48:29.34Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "7"} , "answeringDeptShortName" : {"_value" : "Housing, Communities and Local Government"} , "answeringDeptSortName" : {"_value" : "Housing, Communities and Local Government"} , "date" : {"_value" : "2024-10-28", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Leasehold: Buildings"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Housing, Communities and Local Government, what estimate she has made of the number of leasehold properties in England which contain Reinforced autoclaved aerated concrete.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4389", "label" : {"_value" : "Biography information for Ruth Cadbury"} } , "tablingMemberConstituency" : {"_value" : "Brentford and Isleworth"} , "tablingMemberPrinted" : [{"_value" : "Ruth Cadbury"} ], "uin" : "11306"} , {"_about" : "http://data.parliament.uk/resources/1737462", "AnsweringBody" : [{"_value" : "Ministry of Housing, Communities and Local Government"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1737462/answer", "answerText" : {"_value" : "
As set out in our consultation on proposed reforms to the National Planning Policy Framework, the government supports upward extensions as a route to urban intensification. Planning policy makes clear that local authorities should support upward extensions where the development would be consistent with the prevailing height and form, well designed (including complying with any local design policies and standards), and can maintain safe access and egress for occupiers.

The government will keep recent changes to permitted development rights under review and as per my response to the right hon. Gentleman’s oral question on Monday 28 October 2024 (Official Report HC, Volume 755, Column 524), I will reflect further on the specific concern he has raised.
"}
