The Government announced Our Plan for the High Street at the Autumn Budget, a package of support for high streets and town centres. To provide upfront support for high streets we are cutting business rates by a third for up to 90 per cent of retail properties for two years, subject to state aid limits. We have also created a £675 million Future High Streets Fund to help local areas make their high streets and town centres fit for the future.<\/p>

As part of this package for high streets and town centres we will trial a register of empty commercial properties to help prospective retailers to find empty properties and help local stakeholders tackle fragmented ownership on their high street. The Government's approach to transposition of the two Institutions for Occupational Retirement Provision Directives for the Local Government Pension Scheme (LGPS) reflects the fact that it is a statutory public service scheme. The appropriate response is therefore different than it is for other, trust-based schemes. My officials have noted the contents of the Report. The Report recognises that the Decent Homes Standard has made a real difference to the lives of tenants by driving improvements to standards in social housing. Since 2010, the proportion of social homes failing to meet the Decent Homes Standard is down 7 percentage points and the proportion of private rented homes is down 10 percentage points.<\/p>

Most landlords provide decent, high quality accommodation, but a minority of them are not keeping their properties in a safe condition. We have strengthened local authorities\u2019 enforcement powers, introduced civil penalties, extended rent repayment orders, introduced banning orders and extended licensing of higher-risk houses in multiple occupation. These measures will go a long way to crack down on landlords who neglect their properties, and rogue landlords will have to improve their properties or leave the business.<\/p>

The Housing Health and Safety Rating System (HHSRS) is being reviewed to assess how well it works in practice and whether it needs to be updated. The Government is also supporting the Homes (Fitness for Human Habitation) Bill which will require landlords to ensure that their properties are free from potentially serious hazards at the start of and throughout a tenancy.<\/p>

The Government is currently supporting Sir Greg Knight\u2019s Parking (Code of Practice) Bill that is seeking to create a code of practice for the private parking industry. There are, however, no current plans to further strengthen powers to tackle unauthorised parking on private property.<\/p>

Landowners can manage parking on their land under the provisions of the Protection of Freedoms Act 2012. They may also employ a parking operator to undertake enforcement on their behalf.<\/p>

Councils currently provide the support to remove unwanted vehicles. They have a statutory duty to remove vehicles that are abandoned on any land in the open air, including on private land such as car parks. There is no statutory definition of \u2018abandoned\u2019, and it is for councils to determine whether any particular vehicle has been abandoned. Council officers may legally enter private land in order to investigate and remove abandoned vehicles.<\/p>

The Government is providing funding to ensure that social housing providers can prioritise the remediation of buildings with unsafe Aluminium Composite Material (ACM) cladding without needing to divert resources from other housing programmes, including maintaining existing properties and new build programmes.<\/p>

The application guidance sets out the costs covered by government funding. This is intended to cover costs associated with the removal and replacement of unsafe ACM cladding systems (including insulation), such as access (e.g. scaffolding or mast climber), removal and disposal of existing cladding, replacement materials, labour and reasonable on-costs, and VAT on these costs where the building owner is not able to claim this back. The fund is not intended to cover revenue costs, including those associated with interim measures.<\/p>

The Regulator of Social Housing requires that homes in the social housing sector meet the Decent Homes Standard, which includes having efficient heating and effective insulation. As social landlords have responsibility for the overall standards of their buildings, we would expect them to take action and engage with residents to ensure disruption is reduced whilst the works are completed as quickly and safely as possible.
