We consulted on changes to the standard method formula for assessing local housing need and have now considered the responses carefully. On Wednesday 16th December we announced that in order to ensure that the country meets the challenge of delivering 300,000 homes a year by the mid-2020s, we changed the formula to focus greater need into urban areas to maximise existing infrastructure and to support development that reduces the need for high-carbon travel.<\/p>

We believe the new method achieves the balance between these objectives whilst also providing certainty and stability during a period of economic uncertainty for our communities, businesses, and development sector. The figures we published alongside the new formula are only indicative, and local housing need remains the starting point for planning for housing need. Authorities should consider how this is best met based on their local circumstance, based on land availability, and relevant constraints.<\/p>

We continue to engage with those authorities who are facing challenges. Our proposals in Planning for the Future seek to improve environmental outcomes. This will be achieved by amending the National Planning Policy Framework to ensure that it targets those areas where a reformed planning system can most effectively play a role in mitigating and adapting to climate change and maximising environmental benefits, while protecting and enhancing the most valuable and important habitats and species in England. The Government will respond to this consultation in due course. The Environment Bill will make 10 per cent net gains for biodiversity mandatory for most new developments, and also introduce Local Nature Recovery Strategies to secure enhancements through development schemes and contributions. We have also committed to review the environmental assessment process to help promote a clean, green recovery from the effects of coronavirus, and are taking this forward as part of the Planning for the Future reforms. The\u202fproposal\u202fto create a new Infrastructure Levy,\u202fas set out in the\u202fPlanning for the Future<\/em>\u202fWhite Paper,\u202fwill\u202fsupport\u202fa more streamlined and accessible planning system. The new Levy will be designed to deliver at least as much onsite affordable housing as at present and will continue to be collected and spent at the local level, on priorities including infrastructure and affordable housing.<\/p>

On 14 December, we confirmed that an initial £10 million funding had been allocated for 19 areas, plus the Greater London Authority, under the Government\u2019s £15 million \u2018Protect Programme\u2019. This is to provide accommodation for rough sleepers during the pandemic in areas that required extra support throughout winter. The Cold Weather Fund has been made available to all local authorities and we asked that they submit their proposals by the 4 December. Tackling homelessness and rough sleeping in all its forms is a key priority for this Government and we have taken huge steps this year, working with local authorities and their partners to protect vulnerable rough sleepers during the pandemic.<\/p>

We do not have an age breakdown of the people accommodated during the ongoing emergency response but the \u2018Everyone In\u2019 campaign has supported over 29,000 vulnerable people, with over 10,000 in emergency accommodation and nearly 19,000 provided with settled accommodation or move on support.<\/p>

We have also put in place bespoke support for local authorities through our Homelessness Advice and Support Team, which includes dedicated youth homelessness advisor roles that have a commitment to work with local authorities to proactively promote positive joint working across housing authorities and children\u2019s services, offering training, advice and support to all local authorities.<\/p>

This year we have provided £90,000 to St Basil\u2019s to fund Youth Voice, a training scheme for 40 young homeless people across the country. My Department and the Treasury have developed a robust approach to assessing Freeport bids. We consulted publicly on the objectives of the Freeports policy and have set out clearly in the Freeports Bidding Prospectus what these are and how bids will be assessed against them. The Department has been working at pace and with building owners to process the registrations to the Building Safety Fund and to ensure that as many buildings as possible can make use of the fund \u2013 a task that has been made challenging by the failure of many buildings to provide basic eligibility information. Whether or not accommodation is \u2018exempt\u2019 is a matter for local authority housing benefit departments. The Regulator of Social Housing regulates only those landlords that wish to register with it and who are able to meet its registration requirements (other than local authorities who own homes who are automatically registered). This includes being able to demonstrate that it is a provider of homes at rents below market levels. Not all providers of exempt accommodation provide sub-market rent.<\/p>

Exempt accommodation is often delivered through providers entering into lease-based agreements with private landlords or property owners. The regulator issued a report in 2019 setting out its concerns about this type of \u201clease-based\u201d supported housing and has subjected providers using this business model to increased scrutiny to obtain assurance about their compliance with regulatory standards.<\/p>

There are 13 lease-based providers of supported housing that currently have either non-compliant regulatory judgements or notices.<\/p>

The Government is committed to taking action to ensure vulnerable people have safe, good quality homes and that standards are improved in the minority of cases where they fall below our expectations. In October, we published our National Statement of Expectations for supported housing, which sets out recommended accommodation standards, and highlights examples of best practice in the sector.
