The Household Resilience Study collects data by household, rather than by individual. In November-December 2020, 610,000 households reported that they were finding it more difficult to keep up with their rent payments since June-July 2020. 353,000 households reported that they were in rent arrears and 278,000 households reported that they were not currently in arrears but were very or fairly likely to fall behind with rent payments over the next three months.

Improving the energy efficiency of all our buildings to reduce carbon emissions is a key part of reaching our net zero target and new build is an area where we can and must maintain momentum.

From 2025, the Future Homes Standard will ensure that new homes are future-proofed with low carbon heating and high levels of energy efficiency to produce at least 75 per cent lower CO2 emissions compared to those built to current standards, which represents a considerable improvement in energy efficiency standards of new homes.

This year we will introduce an interim uplift to the energy efficiency standards that delivers a meaningful reduction in carbon emissions and provides a stepping-stone to the Future Homes Standard in 2025. This uplift will be expected to produce 31 per cent less CO2 emissions compared to current standards. This will deliver high-quality homes that are in line with our broader housing commitments and encourage homes that are future-proofed for the longer-term.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4877", "label" : {"_value" : "Biography information for Lord Greenhalgh"} } , "answeringMemberPrinted" : {"_value" : "Lord Greenhalgh"} , "dateOfAnswer" : {"_value" : "2021-04-28", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2021-04-28T14:42:07.737Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "7"} , "answeringDeptShortName" : {"_value" : "Housing, Communities and Local Government"} , "answeringDeptSortName" : {"_value" : "Housing, Communities and Local Government"} , "date" : {"_value" : "2021-04-21", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Housing: Construction"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government what plans they have to prevent new homes from being built with a lower standard than Energy Performance Certificate band B.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/214", "label" : {"_value" : "Biography information for Lord Foster of Bath"} } , "tablingMemberPrinted" : [{"_value" : "Lord Foster of Bath"} ], "uin" : "HL15147"} , {"_about" : "http://data.parliament.uk/resources/1311251", "AnsweringBody" : [{"_value" : "Ministry of Housing, Communities and Local Government"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1311251/answer", "answerText" : {"_value" : "

We have taken unprecedented steps to protect rough sleepers during the pandemic. This work has not stopped, and by the end of January, we had supported over 37,000 people with over 11,000 in emergency accommodation and over 26,000 already moved on into longer-term accommodation.

To make sure rough sleepers don’t return to the streets, we are funding 6,000 long-term move-on homes for rough sleepers by the end of parliament, with the majority becoming available this year.

The Government has committed over £750 million to tackle homelessness and rough sleeping this year alone, continuing the Government’s work to meet our commitment to end rough sleeping and fully enforce the Homelessness Reduction Act.

Ministers are regularly involved in cross-Government discussions about domestic and international climate and biodiversity targets, and how to meet them. Civil servants across departments and arm’s-length bodies also meet regularly to discuss these issues and the relationship between planning policy and meeting our environmental goals. This involves targets such as net zero emissions by 2050 and delivering biodiversity net gain.

Tackling climate change is a top priority for the Government, and in the Planning for the Future White Paper, we committed to ensuring the planning system supports our efforts to combat climate change and maximises environmental benefits. Our response to the White Paper will be published in due course.

Civil servants from across Government engage with stakeholders including the Local Government Association and local authorities to ensure that planning policy can support our domestic and international climate and biodiversity targets.
