This Government is committed to protecting the rights of tenants and giving them more security. We are aware that people are living in the private rented sector for much longer. That is why we recently consulted on ways to overcome the barriers to landlords offering longer, more secure tenancies in the private rented sector.

We are considering responses to the consultation and will be bringing forward proposals that make the system work for both tenants and landlords. Our proposals relate to tenancies in England only. We will be providing more information on our consultation response shortly.

In the meantime, there is nothing to stop tenants asking their landlord for a longer tenancy. We have published a model tenancy agreement which landlords and tenants can use as the basis for longer, family friendly tenancies, available for free at www.gov.uk/government/publications/model-agreement-for-a-shorthold-assured-tenancy. In addition, the measures announced in the Housing White Paper resulted in many of the largest build to rent operators offering their tenants the option of longer tenancies.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4053", "label" : {"_value" : "Biography information for Mrs Heather Wheeler"} } , "answeringMemberConstituency" : {"_value" : "South Derbyshire"} , "answeringMemberPrinted" : {"_value" : "Mrs Heather Wheeler"} , "dateOfAnswer" : {"_value" : "2019-04-03", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-04-03T14:39:07.007Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "7"} , "answeringDeptShortName" : {"_value" : "Housing, Communities and Local Government"} , "answeringDeptSortName" : {"_value" : "Housing, Communities and Local Government"} , "date" : {"_value" : "2019-03-27", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Tenants' Rights: Rented Housing"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Housing, Communities and Local Government, whether his Department has plans to provide additional security of tenure rights for people who have a rented a property for five or more years.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1597", "label" : {"_value" : "Biography information for David Simpson"} } , "tablingMemberConstituency" : {"_value" : "Upper Bann"} , "tablingMemberPrinted" : [{"_value" : "David Simpson"} ], "uin" : "237655"} , {"_about" : "http://data.parliament.uk/resources/1105515", "AnsweringBody" : [{"_value" : "Ministry of Housing, Communities and Local Government"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1105515/answer", "answerText" : {"_value" : "

The Government has given local authorities strong powers to drive up standards in houses in multiple occupation (HMOs). These include mandatory, additional and selective licensing as well as civil penalties of up to £30,000, rent repayment orders and banning orders for those landlords who refuse to comply with the law.

We have also recently extended mandatory licensing of HMOs. Mandatory licensing is recognised to have improved safety and property standards in HMOs, the extension will bring an additional 170,000 properties within scope of mandatory licensing.

In addition, the Government is currently refreshing guidance for local authorities in order to help them better use these powers. Along with providing training sessions across the county, the updated guidance will ensure local authorities are aware of the extent of powers they have and how they can use them to maximum effect in all private rented sector properties, including HMOs.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4053", "label" : {"_value" : "Biography information for Mrs Heather Wheeler"} } , "answeringMemberConstituency" : {"_value" : "South Derbyshire"} , "answeringMemberPrinted" : {"_value" : "Mrs Heather Wheeler"} , "dateOfAnswer" : {"_value" : "2019-04-02", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-04-02T14:32:17.76Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "7"} , "answeringDeptShortName" : {"_value" : "Housing, Communities and Local Government"} , "answeringDeptSortName" : {"_value" : "Housing, Communities and Local Government"} , "date" : {"_value" : "2019-03-27", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Multiple Occupation"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Housing, Communities and Local Government, what steps he is taking to ensure that houses in multiple occupancy meet the standards prescribed under the Housing Act 2004.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4698", "label" : {"_value" : "Biography information for Janet Daby"} } , "tablingMemberConstituency" : {"_value" : "Lewisham East"} , "tablingMemberPrinted" : [{"_value" : "Janet Daby"} ], "uin" : "237744"} , {"_about" : "http://data.parliament.uk/resources/1105743", "AnsweringBody" : [{"_value" : "Ministry of Housing, Communities and Local Government"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1105743/answer", "answerText" : {"_value" : "

Our priority remains to secure a negotiated agreement with the EU. It is however right for the government to prepare for every eventuality.

We are committed to delivering safe, secure and affordable housing to people across the country, and our exit from the EU will not change this. A key pillar of realising this commitment is our ambition to deliver 300,000 homes a year by the mid-2020s, which will address affordability challenges. The Department is continuing to work closely with industry and all levels of government to monitor and support the housing market.

We also made a number of announcements at the Spring Statement to continue to support the market, such as guaranteeing (through the Affordable Homes Guarantee Scheme) up to £3 billion of borrowing by housing associations in England, to support the delivery of around 30,000 affordable homes.

To further ensure a smooth transition, we have implemented legislation which will mean that on Day 1 after exit, the UK’s regulatory requirements on construction products will be the same as the EU’s requirements.
