On 16 April 2023, the Government announced that all plans for new smart motorways have been cancelled, recognising the lack of confidence felt by drivers and cost pressures. This means no new smart motorways will be built.<\/p>

<\/p>

We are focused on investing £900m to add further safety improvements to existing smart motorways, including constructing 150 extra emergency areas \u2013 so that people can continue to get around easily and with increased confidence.<\/p>

Any reduction in capacity on our motorways, the safest roads in the country, could put more drivers and passengers at risk of death or serious injury by forcing them onto roads that are less safe. Restoring the hard shoulder while maintaining capacity would be hugely disruptive and come at enormous cost.<\/p>

The Netherlands, like other EU Member States, can request HGV registration details under Mutual Legal Assistance provisions. However, the Trade and Cooperation Agreement suspends timescales for responding to Mutual Legal Assistance requests for vehicle registration data in respect of the enforcement of minor traffic offences until 1 January 2024. Rules 124-125 of The Highway Code set out the speed limits applicable on motorways (including smart motorways), in accordance with the Road Traffic Regulation Act 1984.<\/p>

Smart motorways have variable mandatory speed limits to smooth traffic flow, and reduce congestion, and have electronic signs to warn drivers of incidents ahead. This enables less speeding, tailgating and fewer rapid changes of speed.<\/p>

On 30 September, the Chancellor of the Exchequer announced \u2018A Better Deal for Bus Users\u2019 package, worth £220 million, to boost bus services.<\/p>

As part of this package, the Government will pay an extra £30 million directly to local authorities in 2020/21 to enable them to improve current bus services or to restore lost services. The Government assesses rail enhancement schemes including the reopening of closed lines, use of freight lines and opening of new stations on a case by case basis. The Department continues to work with local authorities and other partners to identify new rail projects that can deliver value for money for the UK taxpayer.<\/p>

Proposals would be taken forward as part of the Rail Network Enhancement Pipeline (RNEP). The RNEP sets out the Department\u2019s priorities for rail and principles for investment based around the progressive development of business cases and formal investment decision gateways.<\/p>

The Transport Decarbonisation Plan will consider the transport sector as a whole and the increased contribution that all modes need to make to achieve an economy-wide net zero target by 2050. Given the global nature of the aviation and shipping sectors sector, and their climate change impacts, effective and coordinated international action remains essential. Unilateral action by a single state leads to the risk that these highly mobile carbon emissions are simply moved overseas, therefore failing to reduce global greenhouse gas emissions. The UK will continue its leadership role at the IMO pushing for the most ambitious measures to reduce GHG emissions from ships and negotiate for ICAO to agree a long-term emissions reduction goal by its 41st Assembly in 2022.
