National Highways are responsible for managing and improving England\u2019s motorways and major A roads, known as the strategic road network. National Highways use a range of measures to reduce the impact of noise on their roads including using low-noise surfacing for road surfaces, installing noise barriers where suitable, and delivering noise insulation packages. National Highways recognise that there are opportunities to implement more measures in the older parts of its network that were built to different standards and have set a target to mitigate noise in 7500 properties during the second road investment period.<\/p>

The Government continues to take action to reduce the levels of excessive noise experienced by communities, delivering noise mitigation in Noise Important Areas near the strategic road network, and has funded leading research into noise cameras to detect and enforce excessively noisy road vehicles.<\/p>

The Government is supporting local authorities in England through its £381 million Local Electric Vehicle Infrastructure (LEVI) Fund.<\/p>

The West of England Combined Authority (WECA) has been allocated £6,644,000 of capital funding and £688,000 of capability funding through the LEVI Fund, to transform the availability of local charging infrastructure across the area, including Bristol North West. The Driver and Vehicle Standards Agency (DVSA) complete robust roadside inspections of heavy goods vehicles (HGV) and passenger carrying vehicles (PCV) stopped at the roadside to ensure they meet the standards required to operate on Britain\u2019s roads. The DVSA complete checks on the drivers of those vehicles to ensure they meet the driver licensing and driver certificate of professional competence (CPC) requirements. The DVSA also complete checks to ensure drivers comply with tachograph rules and requirements to ensure they are operated safely. There is no distinction made between left-hand and right-hand vehicles; the same standards apply across all vehicles.<\/p>

Under current legislation, e-scooters are classed as motorcycles, within the subclass of mopeds, as defined in Section 185 of the Road Traffic Act. This means the legal requirements that apply to mopeds also apply to e-scooters. However, they were not designed with e-scooters in mind and consequently it is very difficult for e-scooters to comply. The regulatory requirements for micromobility were considered as part of the Future of Transport Regulatory Review. It was concluded that a new 'Low-Speed Zero Emission' vehicle category would be created, separate to the cycle and motor vehicle categories, when parliamentary time allows. E-scooters are expected to be the first example of the new category.
