Proposals to end the disruption are a matter between the operator and the Trade Union. However, we urge the RMT to call off the strikes and for both parties to work on resolving the dispute.

The Government has not made an estimate of the number of electric vehicle chargepoints required for individual towns, cities or villages. The needs will be highly dependent on local circumstances, such as how many people travel to work by car and level of off street residential parking. We expect the transition to cleaner road transport to be industry- and consumer-led, supported in the coming years by the measures set out in the Road to Zero strategy published in July.

A widespread public chargepoint network is important for drivers who do high mileage, travel long distances and/or have no access to chargepoints at home or work. The UK already has more than 14,000 public chargepoints, one of the largest and most comprehensive rapid networks in Europe.

The Government’s goal is to encourage and leverage private sector investment to build and operate a thriving, self-sustaining public network with the right framework of policy support. The Road to Zero document, for instance, includes commitments to expand electric and low emission vehicle infrastructure significantly across the country. The department will continue to monitor whether any significant gaps, in uptake or infrastructure provision, emerge in the medium term and consider whether there is a case for direct central Government support in areas where there is a market failure.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4584", "label" : {"_value" : "Biography information for Baroness Sugg"} } , "answeringMemberPrinted" : {"_value" : "Baroness Sugg"} , "dateOfAnswer" : {"_value" : "2018-11-05", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-11-05T16:38:48.22Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "27"} , "answeringDeptShortName" : {"_value" : "Transport"} , "answeringDeptSortName" : {"_value" : "Transport"} , "date" : {"_value" : "2018-10-22", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Electric Vehicles: Charging Points"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government what estimate they have made of the number of electric vehicle charging points that are required to be installed in each city, town or village, per units of 1,000 population, within the (1) next year and, (2) next five years.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/2569", "label" : {"_value" : "Biography information for Lord Greaves"} } , "tablingMemberPrinted" : [{"_value" : "Lord Greaves"} ], "uin" : "HL10870"} , {"_about" : "http://data.parliament.uk/resources/993346", "AnsweringBody" : [{"_value" : "Department for Transport"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/993346/answer", "answerText" : {"_value" : "

GRIP is Network Rail’s project delivery methodology, developed to manage project delivery and governance. All rail infrastructure investment projects are subject to GRIP. The Rail Network Enhancement Pipeline (RNEP) approach separates rail enhancements from the periodic review process which determines the five-year funding settlements for operating, maintaining and renewing the network.

There are now three key decision points for evaluating enhancements proposals using a pipeline approach: the decision to develop, the decision to design and the decision to deliver (final investment decision). Each decision point is informed by a HMT-compliant business case and assessed for strategic fit, value for money, affordability and deliverability of the proposal. It should be noted that these stages do not directly align with the Governance of Railway Investment Projects (GRIP) stages used by Network Rail, however some of the later stages will be informed by GRIP related activities.

Network Rail will only commit to deliver projects once design work is complete and there are robust delivery and cost estimates to inform good decision-making.
