The Government is committed to supporting housing co-operatives and other providers of community-led housing. The National Planning Policy Framework sets out the Government's planning policies for England and how these are expected to be applied, and was most recently revised in December 2023. The National Planning Policy Framework now includes several measures that will support the diversification of the housing market, including the growth of the community-led housing sector. Community-based groups (or their partner organisations) who are registered as providers of social housing may apply for capital grant through the £11.5 billion Affordable Homes Programme (AHP).<\/p>
In addition, in 2023, we provided £3 million to support a social finance fund to provide equity and loan finance for community-led housing schemes across England. The English Housing Survey is the Department\u2019s key source of information on households and housing in England. While it is a sample survey and does not have a record of all dwellings built, it does contain data on the dwelling type and build date of English Homes. The Department currently occupies 22 buildings which the Government Property Agency manages on a day to day basis on its behalf. GPA responsibilities include ensuring that statutory health and safety requirements in relation to the buildings are met. GPA confirms that it has a comprehensive set of risk assessments for DLUHC buildings and therefore meets the requirements of regulation 3 of the Management of Health and Safety at Work Regulations 1999.<\/p>
DLUHC itself is responsible for workplace risk assessments such as display risk assessments, lone working risk assessments, and travel risk assessments. The system of Joint Ministerial Committees (JMCs) was replaced as part of the 2022 Review of Intergovernmental Relations. The structures which replace the JMCs provide a more flexible and fit-for-purpose approach with department-led Interministerial Groups overseen by an Interministerial Standing Committee, and, ultimately, a Prime Minister and Heads of Devolved Governments Council.<\/p>
Since the 2022 Review, there have been almost 500 intergovernmental ministerial meetings. Ensuring the structures work effectively is the joint responsibility of UK Government and the devolved governments.
