UK Official Development Assistance does not provide financial assistance or assets to support the Palestinian Authority (PA) agencies implicated in the Human Rights Watch report and continues to have a no contact policy with Hamas in its entirety. The report has made some serious and concerning allegations about human rights violations by the PA and we have immediately raised our concerns with the Palestinian Ministry of Interior. We continue to urge the PA to respect human rights, to ensure complaints of mistreatment or arbitrary detention are properly investigated and to continue to improve the performance of the security sector.<\/p>

The Ministry of Defence (MOD) currently delivers training courses and supports the development of training institutions across the Palestinian Authority security sector. Participants from two agencies referenced in the report, the Preventative Security Organisation and General Intelligence Service, have attended courses delivered by the MOD and by training institutions that are supported by the MOD. The UK is fully committed to supporting Gavi and saving children\u2019s lives through increasing access to vaccines in lower income countries. The Department for International Development is working to improve safeguarding standards across the aid sector. We have recently written to all of our partners to remind them of their responsibility to provide their own mechanisms for reporting and investigating suspicions and/or allegations of sexual violence. Wherever these relate to a DFID programme we also expect that our partners report those to us in a timely manner. DFID\u2019s specialist team will then provide oversight of the investigatory response to ensure it meets our standards, providing dedicated support as required.<\/p>

In July 2018 the UK committed to provide up to £38 million over five years (2018-2023) to support economic development in Gaza and the West Bank. Through this programme we will increase trade and job creation across Gaza and the West Bank by helping to enable greater movement and access for people and goods. We will also provide support to facilitate the construction of the Gaza Central Desalination Plant, which will increase access to clean piped water and help replenish the Gaza aquifer, and in turn help Gazans access clean water. In addition, this UK aid programme will help to install solar panels for hospitals, businesses and households, increasing the availability of electricity in Gaza.<\/p>

The UK has played a leading role in helping secure vital access for food, fuel, and medicine into and throughout Yemen. Last year when Red Sea port access was restricted after a Houthi ballistic missile attack on Riyadh\u2019s civilian airport, UK diplomacy including a visit from the Secretary of State for Development to Riyadh led to the ports being fully reopened. As a part of this effort, the UK provides £1.3 million to the UN Verification and Inspection Mechanism to give the Coalition confidence that weapons are not coming in to Houthi-controlled areas of Yemen on commercial ships. Red Sea ports remain fully operational and continue to import most of the food and fuel on which Yemenis rely.<\/p>

As we have consistently made clear, the Houthis must facilitate access throughout areas they control which is where most of the population live. As penholder on Yemen in the UN Security Council, the UK continues to call on all parties to comply with the UNSC Presidential Statements of June 2017 and March 2018, which insist that all parties facilitate safe, rapid, and unhindered access for both the humanitarian response and commercial supplies.<\/p>

On 3 April, the UK announced an additional £170 million in response to the humanitarian crisis in Yemen for this financial year (2018/2019). We are concerned at the intention of Bangladesh and Burma governments to begin returns to Rakhine State by mid-November. We have stated publicly that we agree with the UN Refugee Agency (UNHCR) that the conditions for safe and dignified returns do not yet exist. The access required for necessary independent monitoring by UN agencies is also not in place.<\/p>

Any returns must be voluntary and informed. UNHCR is engaging with the Rohingya community in Bangladesh to understand their views about returning to Rakhine State. This includes information on likely conditions to which refugees would return.<\/p>
