There are a number of different farming systems within the UK and farms of all sizes have a role to play in promoting sustainable UK agriculture. The Government promotes efficient, competitive farming, but does not seek to favour large- or small-scale farms.<\/p>
<\/p>
All farms must comply with comprehensive UK law on animal health and welfare, planning, veterinary medicines and environmental legislation. Stockmanship and high husbandry standards are key to ensuring appropriate welfare standards for all farmed animals.<\/p>

We are committed to supporting farmers to exceed our existing world-leading animal welfare standards, including through the Animal Health and Welfare Pathway.<\/p>

A full monitoring, evaluation and learning plan for the Pathway is in place to help assess the impact of financial support being offered to farmers. A power outage at a privately owned data centre that Defra uses affected several Defra digital services last weekend. One of the services impacted was the Automatic Licence Verification System, which is used to validate and exchange information with HM Revenue and Customs (HMRC).<\/p>

This service was not available between 07:46 11 May and 20:50 14 May. This amounts to 85 hours and 4 minutes. Business Continuity Plans were implemented as soon as the disruption to the service was identified.<\/p>

There have been no significant delays to border checks and we continue to protect our high standards of biosecurity in the UK through effective monitoring across all imports.<\/p>
<\/p>

Defra has a number of schemes which provide funding to support biodiversity projects. This includes the Landscape Recovery Scheme, The Farming in Protected Landscapes Programme, and Natural England\u2019s Species Recovery Programme Capital Grant Scheme.<\/p>
<\/p>
Each individual scheme has its own monitoring and evaluation framework to evaluate the impact of the projects, and this will include evaluation of the value for money delivered. For example, the Species Recovery Programme is currently commissioning an evaluation for the current Spending Review period which will include evaluating whether the Programme is providing value for money.<\/p>
<\/p>
Defra is also currently developing an overarching monitoring and evaluation framework to strengthen its understanding of progress towards meeting its statutory biodiversity targets, including its target to halt the decline in species abundance by 2030. We are encouraging councils to take tougher action against fly-tippers. Under the Prime Minister\u2019s Anti-Social Behaviour Action Plan we have significantly increased the upper limit on fixed penalty notices for fly-tipping to £1,000 and the income from these penalties must now be reinvested in enforcement or cleaning up sites affected by fly-tipping, such as natural environments.<\/p>
<\/p>
We appreciate the difficulty that fly-tipping poses to landowners. We are working with stakeholders, such as the National Farmers Union and local authorities, to share good practice including how to prevent fly-tipping on private land.\u202fWe are also currently funding a post within the new National Rural Crime Unit to explore how the police\u2019s role in tacking fly-tipping can be optimised, with a focus on rural areas.<\/p>
