While the taskforce formally ended on 31 March 2020, the Department for Digital, Culture, Media and Sport provided a further year of funding for the team based at Arts Council England to manage the ongoing work funded through it, to convene a core group of library stakeholders, and to assist in the delivery of in upcoming strategic development opportunities. (Arts Council England is the national development agency for public libraries in England.)<\/p>

Local authorities have a statutory duty to provide a comprehensive and efficient library service and to think long-term and strategically as they plan and transform their library services. Libraries Deliver: Ambition for Public Libraries in England 2016 to 2021<\/a>, together with other strategic planning toolkits<\/a> previously published by the taskforce, remain relevant guidance documents to assist local authorities in delivering this duty.<\/p>

In September 2022, the Government appointed Baroness Sanderson of Welton as chairman of a new advisory panel to help develop a new strategy to make sure that public libraries are providing the best possible service for their communities. More detail can be found here<\/a>. To date she has had numerous meetings with organisations with an interest in public libraries work, and has led two roundtable sessions. The first, on 13 January in Nottinghamshire, focused on the contribution public libraries make to cultural and creative enrichment and the second, on 27 January in Suffolk, discussed their contribution to health and wellbeing. This information is not collected by the Department. Arts Council England collects data from local authorities and publishes a basic dataset of information on public libraries in England. The libraries basic dataset 2021 shows the number of static libraries in England (statutory and non-statutory) as at 1 April 2010, 1 July 2016, 31 December 2019 and 31 December 2021. Data on volunteering is available through the Community Life Survey, up to 2020-21.<\/p>

Comparing data from 2019-20 to 2020-21 shows no change in the age profile of those who formally volunteer at least once a month. For both 2019-20 and 2020-21 respondents aged 65-74 were most likely to participate in formal volunteering at least once a month (31% in 2019-20, 22% in 2020-21), while respondents in the age group 25-34 showed lower participation compared to respondents in every other age group. Rates of participation in formal volunteering once a month were lower in 2020/21 than in 2019/20 for every age group, except respondents aged 50-64, for which there was no statistically significant difference. Rates of participation in volunteering during 2020/21 will have been impacted by the COVID-19 pandemic.<\/p>

Under the Communications Act 2003 a fee for a television licence is payable to the BBC. The BBC is responsible for the collection and enforcement of the licence fee, not the Government. The Government is therefore not involved in TV Licensing operations and therefore does not hold the data requested.<\/p>

The BBC\u2019s Annual Report and Accounts for 2021/22 states that 4,000 black and white (monochrome) licences were in force as of 31 March 2022. The Counter Disinformation Unit was established in 2019 as part of DCMS\u2019s departmental responsibility for counter-disinformation, and as part of the government's manifesto commitment to make the UK the safest place in the world to be online while defending freedom of expression.<\/p>

The monitoring of harmful disinformation narratives and trends, using publicly available information online, is an essential part of DCMS\u2019 role in understanding the information environment and working with partners across government and with social media companies to counter narratives that have the potential to cause real world harm. Social Investment Tax Relief (SITR) was introduced in the Finance Bill in 2014. It aims to incentivise individuals to invest in organisations (\u2018social enterprises\u2019) whose trading activities seek to generate profit and bring social or community benefit.<\/p>

Most profit seeking commercial trades qualify for the relief, and the criteria do not explicitly rule out grassroots music venues from receiving it. However, if your trade includes things like including property development or leasing activities, your enterprise may not qualify for SITR on the basis certain trades are often asset backed or have predictable or guaranteed revenue streams, making them lower risk. In turn, this could divert capital away from higher-risk enterprises that genuinely struggle to raise finance.<\/p>

The Government is committed to supporting emerging musical talent and our grassroots music venues, which are the lifeblood of our world-leading music sector.<\/p>

The Government is supporting grassroots music through Arts Council England\u2019s (ACE\u2019s) Supporting Grassroots Live Music (SGLM) ring fenced fund of £1.5m. The fund is designed for organisations - including venues and promoters - with little or no prior experience of public funding applications.

DCMS supported culture, including grassroots music, during Covid-19 through the unprecedented £1.57bn Culture Recovery Fund (CRF). In England, the CRF provided immediate assistance to prevent 136 of our most loved and enduring grassroots music venues closing their doors for good.<\/p>

In addition, the Energy Bill Relief Scheme has provided support to all businesses across Great Britain and Northern Ireland, including grassroots music venues, protecting all non-domestic consumers from soaring energy costs, cutting the cost of power bills and providing them with the certainty they needed to plan through the acute crisis this winter. We will continue to do so through the Energy Bills Discount Scheme until Spring 2024.<\/p>

The Government also supports new and emerging talent through a range of export support programmes, including the successful Music Export Growth Scheme and the International Showcase Fund.<\/p>

DCMS and the Department for Education jointly published the National Plan for Music Education in June 2022, which sets out the Government\u2019s vision to enable all children and young people in England to have the opportunity to progress their musical interests and talents, including professionally.<\/p>

Price regulation in the telecoms market is a matter for Ofcom as an independent regulator. Openreach\u2019s prices are fixed by Ofcom as part of their five-year Wholesale Fixed Telecoms Market Review (WFTMR) process and have been allowed to increase by CPI in order to reflect the significant additional costs faced when deploying new physical infrastructure. There are no plans to change the WFTMR until 2026. This is in line with industry requests for long-term stable regulation that incentivises competition and investment in the fixed telecoms market in order to increase the coverage of gigabit-capable networks as quickly as possible. This approach has been successful, with over 80 companies investing approximately £35 billion to connect premises across the UK.<\/p>

The Government\u2019s Statement of Strategic Priorities for Ofcom, published in 2019, states that we want to see regulation that incentivises network investment and ensures fair and effective competition between new and existing network operators. The Department regularly meets with Ofcom at all levels to discuss progress against its strategic priorities. My officials also regularly engage with representatives across the telecoms sector. With government support, charities and civil society organisations have shown significant resilience over the past few years.<\/p>

Government is supporting all organisations, including charities such as the British Evacuees Association, with their energy bills. This support has now been extended until March 2024 via the Energy Bills Discount Scheme. This scheme provides long term certainty for organisations and reflects how the scale of the challenge has changed since September last year.<\/p>
