With the Cabinet Office, the Department for Digital, Culture, Media and Sport (DCMS) is currently implementing a package of measures for the future of social value and procurement. This includes training for government commercial staff and will help unlock more opportunities for voluntary, community and social enterprise (VCSE) organisations. Public libraries play an important role in giving everyone opportunities to improve their life chances and achieve their full potential. They support individuals, communities and society by providing access to books and information, bringing people together and providing them with support and guidance at every stage of their lives.<\/p>

The Libraries Taskforce, jointly established by the Department for Digital, Culture, Media and Sport (DCMS) and the Local Government Association, published Libraries Deliver: Ambition for Public Libraries in England 2016-2021 in December 2016. This strategy sets out seven strategic outcomes that libraries support, along with information and evidence about the impact they have in relation to:<\/p>

The Taskforce reviews progress against the Ambition aspirations and action plan annually. DCMS continues to work with the Libraries Taskforce and its member organisations to support the libraries sector. Local authorities in England have a statutory duty to provide a comprehensive and efficient library service, and it is for individual local authorities to decide how to use their funds, including how best to provide a public library service that meets local needs within available resources. DCMS works across central and local government to encourage investment in libraries to ensure they can continue to support delivery of local and national priorities and needs.<\/p>
DCMS and the Local Government Association established the Libraries Taskforce, which works to promote good practice and innovation to assist library services and enable them to be sustainable for the long term. DCMS provides funding to Arts Council England, as the development agency for libraries; ACE is funding seven libraries organisations in its National Portfolio for 2018 to 2022 at a total annual spend of £1.6 million, including Libraries Connected as a sector support organisation for libraries.<\/p>

GOV.UK Verify has agreements with seven certified companies that the government has approved to verify users\u2019 identity. The certified companies have to meet government and international standards for security and data protection.<\/p>
<\/p>
For a GOV.UK Verify user to have their identity verified, the certified companies look at a range of evidence and checks to establish that users are who they say they are. There are five identity proofing and verification elements involved, and the companies have to achieve thresholds in each element before they can verify someone\u2019s identity.<\/p>
<\/p>
We are committed to delivering a well-functioning and sustainable consumer credit market which is able to meet the needs of all consumers. In March, the government hosted the first meeting of the Financial Inclusion Policy Forum, a new key initiative bringing together government, regulators, industry and the third sector to coordinate action and provide leadership in tackling these challenges. The Forum\u2019s mission is to ensure that individuals, regardless of their background or income, have access to useful and affordable financial products and services, including affordable credit.<\/p>
<\/p>
The government also supports credit unions, which provide an affordable alternative to high-cost credit. In the Autumn Budget 2017, the government announced its intention to help the sector expand by increasing the number of potential members of credit unions from two million to three million. In addition, from this year a greater proportion of funds recovered from illegal money lenders will be allocated to incentivise vulnerable people to join, save, and borrow with a credit union instead of turning to loan sharks.<\/p>

In addition, the Department for Digital, Culture, Media and Sport has responsibility for setting the direction for the spend of dormant assets funding. In March 2018, the Department, with the Big Lottery Fund, published a statement of intent for £55 million in funding for financial inclusion. This statement sets out that the money will be put towards increasing the use of fair, affordable and appropriate financial products and services. This includes credit products and services, along with savings and insurance products and services. The Public Libraries and Museums Act 1964 places a duty on the Secretary of State to superintend, and promote the improvement of, the public library service provided by local authorities in England. In accordance with this duty and in light of representations to the Department about the agreed changes to the library service in Northamptonshire, the Secretary of State wrote to the Acting Council Leader on 19 March 2018 to confirm the Department is treating representations as a formal complaint.<\/p>

We understand that none of the Council\u2019s libraries have yet closed. However, the Council has revised opening hours at the libraries, with the intention that they are open for at least three days per week.<\/p>
