The Civil Society Strategy was developed through engagement with public sector commissioners, procurement and civil society representatives. Evidence provided to the Strategy suggested that the requirements of the Public Services (Social Value) Act 2012 are often treated as an afterthought. Our engagement included focused workshops with a number of local authorities and their stakeholders, to explore opportunities of and barriers to social value in the procurement process. In the strategy, we set out government's long term ambition to grow social value commissioning and strengthen the application of the Act.<\/p>
Officials will continue to engage with the Local Government Association and sector representative bodies to build on our evidence base and help inform policy making during the implementation of the commitments made in the Strategy.<\/p>

To date this programme has supported over 800,000 adult learners to develop their basic digital skills, many of whom are socially excluded.<\/p> <\/p> The NHS Digital Widening Digital Participation programme, delivered in partnership with Good Things Foundation, develops projects that enable people in England to improve their digital health skills and to increase their access to digital services and tools that support their health and care. Partnership working is at the heart of this programme. In order to better understand the needs of those with low literacy (including low health & digital literacy), NHS Digital regularly works with national and local organisations who know them best and really understand the barriers and challenges for them with getting online.<\/p> <\/p> The UK Digital Strategy, published in 2017, states that one of the Government's objectives is to 'enable people in every part of society - irrespective of age, gender, physical ability, ethnicity, health conditions, or socio-economic status - to access the opportunities of the internet', and to deliver this, the Government will focus on 'ensuring that we continue to tackle the root causes of digital exclusion and that everyone can increase their digital capability to make the most of the digital world.'<\/p> <\/p>"}

Government departments are mandated to provide assisted digital (offline) support for their services where it is required. Video Relay Service (VRS), for example, is available for some government services, including for claiming welfare benefits. VRS allows two parties in two separate locations to connect remotely via a British Sign Language (BSL) interpreter so BSL users can make and receive telephone calls.
