All gambling companies offering gambling facilities to consumers in Great Britain, wherever they are based, must be licensed by the Gambling Commission and comply with the conditions and codes of practice of their operating licences. All sponsorship arrangements must be responsible and not targeted at children or vulnerable people.

The government launched its Review of the Gambling Act 2005 on 8 December with the publication of a Call for Evidence. As part of the wide scope of that Review, we have called for evidence on the impact of gambling sponsorship arrangements across sport, esport and other areas.

The Chief Medical Officer is clear that being physically active is important to long-term health and crucial for keeping people healthy. Sports and physical activity have been shown to treat, manage and prevent a range of conditions including heart disease, cancers, diabetes, stress, depression or anxiety. It can also bring communities together and tackle issues such as loneliness. That’s why we have continued to make sure that people can exercise throughout the national and the local tiered restrictions.

Sport England’s Active Lives Adult and Children surveys provide information not only on activity levels but also on social outcomes such as physical and mental wellbeing too. The latest reports can be found here.

Furthermore, last month Sport England published its new strategy Uniting the Movement which sets out their 10 year vision to transform lives and communities through sport and physical activity. The strategy seeks to tackle the inequalities we have seen in sport and physical activity and provide opportunities to people that have traditionally been left behind including women and those with a disability, helping to remove barriers to activity.

To date, the government has provided an unprecedented £300 million Sport Winter Survival Package to give a lifeline to organisations that would otherwise not survive the winter as a result of the restriction on spectators announced from 1 October. This included a provisional allocation of £12 million to support rugby league which is in addition to the £16 million cash injection government announced in May 2020 to safeguard the immediate future of the sport for the communities it serves.

Furthermore, rugby league clubs will have benefitted from the £220m of National Lottery and Exchequer funding committed by Sport England since March 2020 to support community sport clubs and exercise centres through this pandemic. This sector support was recently boosted by an extra £50million to help grassroots sports clubs and organisations as part of Sport England’s new strategy Uniting the Movement. The Prime Minister announced on Monday 22 February that indoor entertainment venues, which will include Adult Gaming Centres, will open at Step 3 of the roadmap, not before 17 May. The Government recognises the world-leading position of the UK music sector and the rich breadth of musical talent across the UK. According to UK Music’s 2020 report, the sector contributed £5.8bn GVA to the UK economy in 2019 and generated £2.9bn in export revenue.

Leaving the EU has meant changes to how practitioners operate in the EU. UK cultural professionals, including musicians, seeking to perform within the EU are required to check domestic immigration and visitor rules for individual Member States.

The Government is committed to supporting the sector to maintain its world-leading position, and to help it recover from the impact of the Covid pandemic. We recognise that the new provisions in the Trade and Cooperation Agreement (TCA) will require the sector to adapt to new requirements and ways of working with the EU now we are no longer a Member State.

We are now working urgently across government and in collaboration with the music and wider creative industries to understand our sector's concerns. The Government recognises the importance of the creative and cultural sectors, and is fully committed to assist them to navigate the new rules under the Trade and Cooperation Agreement.

The Agreement ensures there will be zero tariffs or quotas on trade between the UK and the EU, where goods meet the relevant rules of origin, and includes provisions to facilitate trade and address non-tariff barriers for UK exports to the EU and vice versa.

The Government appreciates that leaving the European Union and the Customs Union means changes and new processes, and companies having to adapt to new rules of origin procedures.

This could include for example customs, rules of origin and VAT.

We will continue engagement with the sectors to ensure we fully understand the circumstances of companies in the cultural and creative sector, and support them in trading with the EU and the rest of the world.

Musicians and performers can continue to work and tour in the EU. However, while some activities undertaken by creative professionals will be covered by the Short Term Business Visitor clause of the agreement (including attending meetings or trade shows) and will therefore not require a work permit, other activities will not be covered and could therefore require visas or work permits.

UK cultural professionals seeking to tour within the EU will be required to check domestic immigration rules for each Member State in which they intend to tour. Although some Member States allow touring without a permit, others will require a visa, work permit or other documentation. We are working with the sector to make the arrangements as clear as possible.

Where visas apply, our agreement with the EU contains measures that will help ensure processes are as smooth as possible. This includes minimum processing standards and transparency provisions that mean guidance for business travellers must be clear and regularly updated.
