The Government has provided unprecedented support to businesses through tax reliefs, cash grants and employee wage support, which many sport clubs have benefited from. Sport England\u2019s Community Emergency Fund has also provided £210 million directly to support community sport clubs and exercise centres through this pandemic.<\/p>

We have also supported elite sports to return to "behind closed doors" competition, which enabled vital broadcast revenue, retained competitive integrity and brought joy to millions of sports fans. The Government recognises the implications for elite and professional sports clubs of not being able to admit spectators to stadia from 1 October, and are working urgently on what we can do now to support them.<\/p>

The Secretary of State for Digital, Culture, Media and Sport is working with the Chancellor of the Exchequer on what can be done to provide further support to the sector.<\/p>

The Government has provided unprecedented support to businesses throughout the pandemic, including a comprehensive and sizable package of direct fiscal support for business through tax reliefs, cash grants and employee wage support. Many sports clubs have benefited from these measures.<\/p>

Where it can, we will expect the top tiers of professional sport to look at ways in which it can support itself, with government focusing on those most in need. I also welcomed the Premier League announcement to advance funds of £125 million to the EFL and National League to help clubs throughout the football pyramid and encourage the ongoing discussions<\/p>

There are generous long-term financial measures available for the whole charity sector which include more than £1.3 billion a year in respect of Gift Aid on donations. Since the outbreak of COVID-19, the government has made available short and longer-term support packages to all charities and businesses, including deferring their VAT bills, paying no business rates for their shops next year, and furloughing staff where possible. The Department for Health and Social Care provided financial support to the Race Equality Foundation and Alzheimer\u2019s Society to provide additional services to people with dementia during the COVID-19 pandemic. The money is part of a UK-wide £750 million package of support for the voluntary sector announced by the Chancellor of the Exchequer in April.<\/p>

The Government\u2019s unprecedented £750 million package of support has been made available specifically for charities, social enterprises and the voluntary during the Covid-19 pandemic. My department has not undertaken a recent assessment of the financial sustainability of public libraries in England.<\/p>

The most recent assessment was the National Audit Office report published in 2018 on the Financial sustainability of local authorities for the Ministry of Housing, Communities & Local Government - https://www.nao.org.uk/wp-content/uploads/2018/03/Financial-sustainabilty-of-local-authorites-2018.pdf<\/p>

The Government is providing local councils with unprecedented support during the pandemic with a £4.3 billion package, including £3.7 billion which is not ringfenced and £600 million to support social care providers. This is part of a wider package of almost £28 billion which the Government has committed to support local areas, with funding going to councils, businesses and communities. The 2020 Spending Review will look at pressures facing the sector and provide them with the certainty they need to aid financial planning.<\/p>

Accommodation businesses in areas where the Local COVID Alert Level is medium or high are not required to cancel or refuse bookings from people in areas where the Local COVID Alert Level is high.<\/p>

People can continue to travel within high alert level areas, can make overnight stays, and can leave high alert level areas to go on holiday, but should only do so with members of their own household/support bubble. People living in high alert areas should however look to reduce the number of journeys they make where possible.<\/p>

We are asking people resident in areas where the Local COVID Alert Level is \u2018very high\u2019 to avoid overnight stays in other regions, except for those who need to for work, education or caring responsibilities.<\/p>

We encourage all accommodation providers to consider their approach towards guests from inside very-high alert level areas. Accommodation providers should communicate to all customers, including those with existing bookings, to not travel outside of the area unless it is essential (such as for essential work purposes or attending a funeral). For existing bookings, accommodation providers should give guests a chance to cancel their bookings if they intend on no longer travelling and staying at the accommodation.<\/p>

Accommodation providers outside of an area with restrictions may refuse a booking or cancel a booking from guests from inside a very-high alert level area. The decision to refuse service is at the discretion of the business owner, and the terms of the booking contract may allow for discretionary cancellations. The European Court of Justice issued a ruling on 6 October on the UK\u2019s bulk communications data regime operated by the UK\u2019s intelligence services and its use for protecting national security.<\/p>

The ruling relates to a previous power (in the Telecommunications Act 1984) that has since been replaced by provisions in the Investigatory Powers Act 2016.<\/p>

The ruling has no immediate direct impact on the work of our security and intelligence agencies as it will now be referred back to the UK courts (the Investigatory Powers Tribunal) for them to consider its effect on the UK\u2019s current bulk communications data regime.<\/p>

Talks with the EU on our future data sharing relationship (\u201cadequacy decisions\u201d) continue and the process is moving forward. If agreed, these will permit the continued free flow of personal data from the EU/EEA to the UK.<\/p>

The adequacy process involves the European Commission assessing the UK\u2019s data protection framework to assure that we are at least \u201cessentially equivalent\u201d to EU standards. We are considering any implications of the ruling on this process.<\/p>
