The Government\u2019s 10 Tech Priorities include building a tech savvy nation where no-one is left behind by the digital revolution. For this reason, the government is working to ensure that everyone has digital access to further their training and improve employment prospects.<\/p>

DCMS officials recently held a roundtable with local stakeholders in the West Midlands to share insights on how to support access into the digital sector locally. We recently published a report<\/a> using the findings from the roundtable, which provides suggestions on how to further help level up the West Midlands digital ecosystem.<\/p>

Using the reports findings, DCMS will continue to support the West Midlands Local Digital Skills Partnership that is working with partners to help tackle the region's digital inclusion challenges.<\/p>

In addition, DCMS has supported initiatives such as the Digital Lifeline fund, which provided tablets, data and free digital support to over 5,000 people with learning disabilities who would otherwise find it difficult to get online. So far 394 devices and connectivity have been distributed to local delivery partners and centres in the West Midlands and 31 in the Coventry District. There are 29 Good Things Foundation Online centres across Coventry, providing support to those who are digitally excluded.<\/p>

Furthermore, in September 2021, the Government body, the Inclusive Economy Partnership (IEP), partnered with industry leaders to launch the Digital Inclusion Impact Group to tackle digital exclusion. On Wednesday 24 November 2021, DCMS published the National Data Strategy Mission 1 Policy Framework: Unlocking the value of data across the economy, which provides a framework for government action to set the right conditions to make private and third sector data more usable, accessible and available. The Framework identifies seven priority areas for action, three of which contribute to the goal of supporting the development of data sharing infrastructure within the UK.<\/p>

The recently formed Central Digital and Data Office (CDDO) in the Cabinet Office is working on standardising the approach that government organisations take to the use of cloud services and data hosting and continues to regularly review strategies taken by other countries to assess their relevance for the UK government. Preventing children from accessing harmful content such as online pornography is a priority for the government and the strongest protections in the draft Online Safety Bill are for children. The draft Bill covers many of the most visited pornography sites, social media platforms, video-sharing sites, forums and search engines - thereby capturing many of the sites through which children access pornography.<\/p>

The Government recognises that a large amount of pornography is available on the internet with little or no protection to ensure that those accessing it are old enough to do so and that this is changing the way young people understand healthy relationships, sex and consent. Research<\/a> published by the British Board of Film Classification in 2020, showed that the three most likely routes for children\u2019s intentional viewing of pornography are image or video search engines (53% of children who intentionally sought out pornography have seen it here), social media sites (44% of children who intentionally sought out pornography have seen it here), and dedicated pornography sites (43% of children who intentionally sought out pornography have seen it here). While these figures only account for where children have seen pornography and not the total number or frequency of visits, it does highlight that children use a range of sources to access pornography.<\/p>

My department has also commissioned research recently to develop the evidence base on the prevalence and impact of harmful content online to children, which includes online pornography.<\/p>

Since the start of 2018, the Gambling Commission has been notified of and investigated reports of eight deaths by suicide where gambling may have been a factor. Seven of these cases were reported to it by the operator and one by family members. Operators who are aware of a death by suicide which may be linked to their gambling facilities are expected to notify the Commission so that the Commission can investigate whether there has been a breach of social responsibility codes and licence conditions and whether enforcement action is appropriate. There are no statutorily defined supervision ratios for youth work. Youth work is varied, with many factors regarding the group and programme influencing appropriate provision in any area.<\/p>

DCMS funds the National Youth Agency to support the youth workforce to deliver safe services, through setting professional standards, qualifications and a curriculum for youth work. The funding has supported a national safeguarding hub, which provides bespoke safeguarding training, resources, tools and advice and increased the number of qualified youth workers, boosting the number of professionals able to support and safeguard young people.<\/p>

Earlier this year, DCMS conducted a Youth Review to ensure that our spending, policy and programmes meet the needs of young people. The review heard from over 6,000 young people and 120 youth organisations. The findings will be published shortly. DCMS is also committed to completing the review of the Local Authority Statutory Duty for Youth Services, previously paused due to the COVID-19 pandemic.<\/p>

Our priority in the pandemic has been to stabilise youth charities and help them through the impact of this. We have achieved this through our unprecedented charity sector package, from which £100 million has gone to organisations supporting children and young people during the pandemic, including £15.6 million through the Youth Covid Support Fund which provided emergency funding specifically for youth services.<\/p>

Following the 2021 Spending Review, we are investing £560 million in youth services in England, including the Youth Investment Fund and ongoing support for the National Citizen Service.<\/p>
