The UK is currently contributing funding towards a Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) study on the conservation and trade in rosewood tree species but does yet not have an assessment of rosewood timber exports. We have robust mechanisms in place through the UK Timber Regulations (UKTR), which prohibit the placing of illegally harvested timber and timber products on the GB market and require operators - those first placing timber products on the market - to exercise due diligence. Those who trade in timber and timber products after they have been placed on the market are required to keep records of who they buy timber products from and any traders they sell them to. This enables timber and timber products to be traced.

The primary objective of the UKTR is to tackle illegal logging and to create a demand for legally harvested timber. Implementing the Regulations enables the protection of forests around the world, supporting the Government’s ambition to lead the world in environmental protection, end extreme poverty, and be at the forefront of action against global climate change.

The requirement to exercise due diligence under UKTR does not apply where a valid CITES permit accompanies the timber.

Rosewood species (Dalbergia and Guibourtia spp.) are listed on the CITES Appendices and so most rosewood timber imports into the UK will need a valid permit. Permit applications are assessed on a case-by-case basis by the UK CITES Management Authority, which will only issue permits if it has been possible to determine that the specimens to be imported were legally acquired and sustainably harvested.

The Government provides grants to a wide range of stakeholders to contribute to the protection of endangered wild species, including tackling illegal wildlife trade in West Africa, through the Biodiversity Challenge Funds. While these do not address rosewood in West Africa specifically, this has included empowering communities to protect their forests by the Society for the Conservation of Nature of Liberia, and supporting Royal Botanic Gardens Kew to monitor and halt illegal timber trade through DNA barcoding in Gabon and Congo (Brazzaville).

Further information on these examples and other projects supported by the Biodiversity Challenge Funds can be found at the websites of the Darwin Initiative and the Illegal Wildlife Trade Challenge Fund.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1547", "label" : {"_value" : "Biography information for Lord Benyon"} } , "answeringMemberPrinted" : {"_value" : "Lord Benyon"} , "dateOfAnswer" : {"_value" : "2024-02-13", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2024-02-13T11:51:40.063Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "13"} , "answeringDeptShortName" : {"_value" : "Environment, Food and Rural Affairs"} , "answeringDeptSortName" : {"_value" : "Environment, Food and Rural Affairs"} , "date" : {"_value" : "2024-02-05", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "West Africa: Timber"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask His Majesty's Government whether they have assessed the amount of rosewood timber that is exported from West African countries such as Mali, The Gambia and Senegal; what steps they have taken to ban or control within UK markets the sale of products made from West African rosewood; and what steps they have taken to protect endangered wild species, including rosewood in West Africa.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4719", "label" : {"_value" : "Biography information for Baroness Bennett of Manor Castle"} } , "tablingMemberPrinted" : [{"_value" : "Baroness Bennett of Manor Castle"} ], "uin" : "HL2178"} , {"_about" : "http://data.parliament.uk/resources/1687657", "AnsweringBody" : [{"_value" : "Foreign, Commonwealth and Development Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1687657/answer", "answerText" : {"_value" : "

Annual data on the number of men in prison in the specified age groups are set out in the table attached. Information about prisoners diagnosed with dementia is collected by the NHS. It is not collated in the form requested and could not be provided without incurring disproportionate cost.

Health services for those in custody, including dementia support, are the responsibility of the NHS, which is required to provide services of a standard equivalent to that which is available to the general population.

HMPPS works in partnership with the NHS and Adult Social Care services to support prisoners with dementia. Examples include awareness training for staff, cognitive exercises such as reminiscence activities, and cognitive stimulation therapy. Additionally, the Ministry of Justice has published guidance on the circumstances under which applications can be made for prisoners to be considered for early release on compassionate grounds subject to specific criteria being met. The information requested falls under the remit of the UK Statistics Authority.

A response to the Noble Lord’s Question of 5th February is attached.

The Lord Clement-Jones CBE

House of Lords London

SW1A 0AA

13 February 2024

Dear Lord Clement-Jones,

As National Statistician and Chief Executive of the UK Statistics Authority, I am responding to your Parliamentary Question asking (1) what was the cost of running the Office for National Statistics (ONS) Integrated Data Service in 2023; (2) how many projects were active in the Integrated Data Service in 2023; and (3, 4) what are the equivalent figures for the ONS Secure Research Service for the same period (HL2184).

  1. The approximate costs of running the nascent Integrated Data Service in 2023 were £4,200,000, including infrastructure costs that permit future scaling of the service.

    1. There were 20 active projects within the Integrated Data Service in 2023.

      1. The cost of running the ONS Secure Research Service in 2023 were £7,000,000.

        1. The Secure Research Service had a total of 842 projects during 2023. On average, there were around 600 live projects at any one time during 2023.

Equivalent operating costs and projects numbers should be interpreted with caution. The Integrated Data Service (IDS) is in development and currently operates within a BETA maturity phase. In September 2023 IDS received Digital Economy Act (2017) accreditation for data provision, making IDS the first cloud-native trusted research environment to be accredited for data provision under the legislation and opening the opportunity to scale.

The IDS is built to be future proofed, to better enable the Government’s data sharing agenda in a more effective and efficient way. The IDS will grow at pace over the remainder of the programme with a pipeline of additional and transformational capability, data, projects and users which exceed the capabilities of the Secure Research Service (SRS). Improved data integration and cross-sector collaboration enabled through cloud technologies will drive significant uptake.

The SRS is a long-standing and mature Trusted Research Environment which has operated in its current form since 2017, having previously operated as the Virtual Microdata Laboratory (VML) from 2004. The SRS grew rapidly upon achieving DEA accreditation in 2019, which enabled greater expansion of its data catalogue and user base. An improved trajectory is anticipated for the IDS with many SRS’s data sets, as well as projects (where applicable) migrating to the IDS as part of a transition that is underway.

          Yours sincerely.

          Professor Sir Ian Diamond

The government has not carried out its own research into how other countries have addressed the introduction of financial literacy in their schools.

The curriculum in England already includes compulsory financial education within the national curriculum for mathematics at key stages 1 to 4, and citizenship at key stages 3 and 4. Primary schools can choose to teach citizenship at key stages 1 and 2, using non-statutory programmes of study.

Evidence from the 2018 Programme for International Student Assessment suggests there is a strong correlation between performance in financial literacy and performance in mathematics; and a positive correlation between financial literacy performance and learning finance-related terms at school. This evidence is available on the GOV.UK website here: https://www.oecd.org/education/pisa-2018-results-volume-iv-48ebd1ba-en.htm.

Since 2014, the government has transformed the way mathematics is taught in schools through the introduction of mastery pedagogy based on top performing East Asian countries. Mastery aims to ensure that pupils secure the deep knowledge and understanding of mathematics which provides the underlying knowledge and financial skills to make important financial decisions. The Maths Hubs’ Teaching for Mastery programme aims to reach 75% of primary schools and 65% of secondary schools by 2025.

Oak National Academy is also developing free, optional and adaptable resources for schools. Oak has published its initial mathematics resources, with the full curriculum available by this autumn. As part of this, Oak is exploring including additional lessons in real life mathematics. Secondary citizenship resources will become available from autumn 2024 and will be complete by autumn 2025.

The department continues to work closely with HM Treasury and the Money and Pensions Service, to support their efforts to coordinate the work of organisations involved in delivering the goals set out in the National Strategy for Financial Wellbeing 2020. This includes monitoring the evidence base for financial education to understand what works and what further support schools may need.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4703", "label" : {"_value" : "Biography information for Baroness Barran"} } , "answeringMemberPrinted" : {"_value" : "Baroness Barran"} , "dateOfAnswer" : {"_value" : "2024-02-19", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2024-02-19T13:33:38.443Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "60"} , "answeringDeptShortName" : {"_value" : "Education"} , "answeringDeptSortName" : {"_value" : "Education"} , "date" : {"_value" : "2024-02-05", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Financial Services: Education
"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask His Majesty's Government what research they have carried out on how other countries have addressed the introduction of financial literacy into their schools, in particular in Denmark, Norway and Sweden; and whether they have any plans to follow those models.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4907", "label" : {"_value" : "Biography information for Lord Cruddas"} } , "tablingMemberPrinted" : [{"_value" : "Lord Cruddas"} ], "uin" : "HL2185"} , {"_about" : "http://data.parliament.uk/resources/1687664", "AnsweringBody" : [{"_value" : "Department for Work and Pensions"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1687664/answer", "answerText" : {"_value" : "
