The Financial Conduct Authority (FCA) is responsible for regulating the consumer credit market. FCA rules dictate that firms (including those offering credit cards) must have adequate policies and procedures in place to counter the risk that they might be used in financial crime, such as identity fraud. Furthermore, firms must ensure that the systems and controls monitoring these are subject to regular assessment.

Firms are also required by law to verify someone’s identity when they establish a business relationship with them. This includes when opening a credit account such as a credit card. Firms are required to take a proportionate approach commensurate with their assessment of the risk. Each firm will have their own policies on identification, customer due diligence and on the circumstances in which additional security checks should be undertaken. Firms are assisted in making such policies through industry produced guidance. The government has also published a Good Practice Guide for firms on how to prove and verify someone’s identity, which can be accessed here: https://www.gov.uk/government/publications/identity-proofing-and-verification-of-an-individual/how-to-prove-and-verify-someones-identity
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4874", "label" : {"_value" : "Biography information for Andrew Griffith"} } , "answeringMemberConstituency" : {"_value" : "Arundel and South Downs"} , "answeringMemberPrinted" : {"_value" : "Andrew Griffith"} , "dateOfAnswer" : {"_value" : "2023-09-07", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2023-09-07T12:51:42.48Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "14"} , "answeringDeptShortName" : {"_value" : "Treasury"} , "answeringDeptSortName" : {"_value" : "Treasury"} , "date" : {"_value" : "2023-09-01", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Credit: Fraud"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Chancellor of the Exchequer, what security checks financial institutions are required to make for credit card applications in order to prevent identity fraud.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/413", "label" : {"_value" : "Biography information for Hilary Benn"} } , "tablingMemberConstituency" : {"_value" : "Leeds Central"} , "tablingMemberPrinted" : [{"_value" : "Hilary Benn"} ], "uin" : "195661"} , {"_about" : "http://data.parliament.uk/resources/1655768", "AnsweringBody" : [{"_value" : "Home Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1655768/answer", "answerText" : {"_value" : "

The Department of Health and Social Care does not carry out specific health impact assessments for Free Trade Agreements (FTAs). The UK approaches the challenge of tackling online IP infringement in an integrated manner through enforcement and public education. There is in place a number of criminal, civil, administrative and voluntary initiatives which provide rights holders and law enforcement with a package of measures to use to tackle online infringement. These vary from relatively non-intrusive such as notice and takedown, to domain removal, website blocking via court orders, police intervention, and more intrusive initiatives such as notifications being sent to repeat infringers.

In March 2023, we launched the Anti-social Behaviour (ASB) Action plan backed by £160 million of funding, to crack down on ASB, restoring people's confidence that these crimes will be quickly and visibly punished.
