The Department for Work and Pensions became aware of issues with State Pension underpayments in 2020 and took immediate action to investigate the extent of the problem, which dates back many years across successive Governments. The DWP formally commenced a Legal Entitlements and Administrative Practices (LEAP) exercise on 11 January 2021.

Over 1,300 staff have been recruited or redeployed to the ongoing State Pension underpayment LEAP exercise. Delivery is backloaded and case reviews have significantly increased since November 2022. The latest data shows we have reviewed an average of over 30,000 cases per month between November 2022 and March 2023, compared to an average of 5,000 per month over the first 22 months of the exercise.

Based on our current trajectory, the Department expects to complete the exercise for Category BL and Category D cases by the end of 2023. For missed conversion cases, the exercise could run through to late 2024.

Other State Pension underpayment errors were identified through DWP’s fraud and error sampling which related to historic non-recording of Home Responsibilities Protection (HRP) on a claimant’s National Insurance record.

In September, HMRC will begin contacting people potentially affected by missing HRP. This will be supported by a communications campaign to increase public awareness and encourage people to see if they are affected. DWP will then revise the State Pension awards of people who may have been affected. We will also shortly be launching a new online tool to help people check whether they need to claim.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4780", "label" : {"_value" : "Biography information for Laura Trott"} } , "answeringMemberConstituency" : {"_value" : "Sevenoaks"} , "answeringMemberPrinted" : {"_value" : "Laura Trott"} , "dateOfAnswer" : {"_value" : "2023-07-21", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2023-07-21T08:39:38.033Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "29"} , "answeringDeptShortName" : {"_value" : "Work and Pensions"} , "answeringDeptSortName" : {"_value" : "Work and Pensions"} , "date" : {"_value" : "2023-07-10", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "State Retirement Pensions: Underpayments"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Work and Pensions, what steps he is taking to tackle under-payment errors in state pensions.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4131", "label" : {"_value" : "Biography information for Jim Shannon"} } , "tablingMemberConstituency" : {"_value" : "Strangford"} , "tablingMemberPrinted" : [{"_value" : "Jim Shannon"} ], "uin" : "193108"} , {"_about" : "http://data.parliament.uk/resources/1651546", "AnsweringBody" : [{"_value" : "Department for Transport"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1651546/answer", "answerText" : {"_value" : "

With regards to road building and environmental targets, the Government has a clear plan to reach net zero, as set out in the Transport Decarbonisation Plan. In this plan, the Government set out its approach to decarbonising cars and vans through the introduction of a world leading zero emission vehicle mandate. Alongside this, the Government has already spent more than £2 billion in supporting the switch to zero emission vehicles through delivering infrastructure and grants to reduce the upfront cost of these vehicles.

Last month the Bishop of Truro, the Rt Revd Philip Mounstephen, welcomed the UN Security Council’s adoption of a joint UK / UAE Government resolution highlighting threats to Freedom of Religion or Belief. The steps taken by the UK Government followed a review authored by the Bishop at the invitation of the then Foreign Secretary, Jeremy Hunt, the implementation of which has since become Government Policy. In a vote, the Security Council adopted the proposal, which will see the UN Secretary General produce an oral report on Freedom of Religion or Belief related threats to international peace and security. The initial deadline is 14th June 2024, with the intention of such a statement becoming an annual event.

Over a third of pupils in England now receive FSM in schools and colleges, compared with 1 in 6 in 2010. The Government has extended eligibility several times to more groups of children than any other Government over the past half a century. This includes introducing new eligibility criteria for families receiving Universal Credit, to ensure even more children are eligible FSM.

The Department publishes annual data on free school meal (FSM) eligibility for pupils at schools in England. The most recently published data is for January 2023, and is available here: https://explore-education-statistics.service.gov.uk/find-statistics/school-pupils-and-their-characteristics/2022-23. Information on the school workforce, including the number of teachers leaving service nationally and pupil to adult and pupil to teacher ratios at national, regional and local authority level, is published in the ‘School Workforce in England’ statistical publication here: https://explore-education-statistics.service.gov.uk/find-statistics/school-workforce-in-england.

The requested figures for teachers leaving service by parliamentary constituency are not available.

As at November 2022, the latest data available, there were over 468,000 full time equivalent (FTE) teachers in state funded schools in England, an increase of 27,000 (6%) since 2010. This makes the highest number of FTE teachers since the school workforce census began in 2010.

The Department has taken action to improve teacher workload, working with teachers and head teachers to understand and address longstanding issues around marking, planning and data management. The Department continues to work proactively with the sector to understand the drivers behind workload and wellbeing issues, and to improve policies and interventions.

The Department is supporting schools to act and remove unhelpful practice that creates unnecessary workload. The School Workload Reduction Toolkit, developed alongside head teachers, is a helpful resource for schools to review and reduce workload. Further information on the workload reduction toolkit can be found here: https://www.gov.uk/guidance/school-workload-reduction-toolkit.

The Department also worked in partnership with the education sector and mental health experts to create the Education Staff Wellbeing Charter, which the Department is encouraging schools to sign up to as a shared commitment to promote staff wellbeing. So far, 2,600 schools have signed up to the Charter. The Charter is available at: https://www.gov.uk/guidance/education-staff-wellbeing-charter.
